| SUBJECT: | APPROVE ISSUANCE OF A PURCHASE ORDER TO GARRETT CUSTOM TRAILER IN THE AMOUNT OF $48,237.85 FOR ONE NEW DRIVING UNDER THE INFLUENCE (DUI) TRAILER UTILIZING THE CANNABIS TAX FUND GRANT PROGRAM FISCAL YEAR 2024-2025

RECOMMENDATION:
That the City Council authorize the City Manager to issue a purchase order in the amount of $48,237.85 from the Cannabis Tax Fund Grant Program FY 2024-2025 and Traffic Offender Safety Fund to Garrett Custom Trailers for the purchase of one new Driving Under the Influence (DUI) trailer.
DISCUSSION:
In July 2024, City Council approved the City's participation in the Cannabis Tax Fund Grant Program FY 2024-2025, which included funding for the purchase of one new DUI trailer for the Police Department Traffic Unit. Over the last several months, staff solicited pricing quotes from three regional trailer companies for the purchase of one new 8.5' x 24' trailer as outlined in the grant guidelines.
The price quotes submitted by the three trailer companies are as follows:
- Garrett Custom Trailers - $48,237.85
- Look Trailers - $48,385.32
- Universal Trailers - $48,533.14
Of the three quotes received, Garrett Custom Trailers is the lowest bid at $48,237.85. Garrett Custom Trailers is located in Simi Valley and is known for their quality workmanship. Garrett Custom Trailers was also the most responsive bidder and provided a production timeframe of three months to deliver the new trailer.
FISCAL IMPACT/SOURCE OF FUNDING:
The total cost of the new DUI trailer, including the gas generator and other features, is $48,237.85. If approved by City Council, this purchase will be funded using the Cannabis Tax Fund Grant Program FY 2024-2025 and Traffic Offender Safety Fund. The Cannabis Tax Fund Grant Program will fund $30,909.28 and the remaining $17,328.57 will be funded through the Traffic Offender Safety Fund. There are sufficient funds between these two special revenue funds to pay for the full cost of the proposed DUI trailer. There is no impact to the General Fund.

The purchase of the new trailer is consistent with the following areas of the General Plan:

It is also consistent with the following areas of the Fiscal Year 2024-2025 City Council Goals and Objectives:
Goal 1, Objective G - Improve and enhance traffic and pedestrian safety through regular traffic enforcement, commercial vehicle enforcement, parking enforcement and DUI enforcement, as well as provide support to the La Habra Neighborhood Traffic Management Plan.
Goal 2, Objective F - Pursue grant funding where and when possible to supplement and/or replace direct City funding
