| SUBJECT: | APPROVE AMENDMENT FOR SUB-LICENSE AGREEMENT WITH AMERICA WORKS OF CALIFORNIA, INC.

RECOMMENDATION:
That the City Council review and approve sub-license agreements with America Works of California Inc. to reflect an increase in rent for the Ready, S.E.T., O.C. offices in Brea and Laguna Niguel, totaling $132,637.54 annually, utilizing grant funds as part of the Workforce Innovation and Opportunity Act (WIOA) Contract No. MA-012-24010395.
DISCUSSION:
The City of La Habra operates the County of Orange's Workforce Innovation and Opportunity Act (WIOA) grant funded Ready S.E.T. O.C. program. The City is allocated $2.7 million annually from the County to operate the program. As part of the requirements for this program, City staff works out of two locations in Orange County: 675 Placentia Avenue, Suite 300-350, Brea and 28202 Cabot Road, Suite 100 and 140, in Laguna Niguel. The City currently has an agreement with America Works of California Inc., to operate the program out of these county office locations.
Staff has requested more office space at both locations to support additional program staff necessary to operate the grant program. As a result, there is a $5,573 increase in the annual cost of rent at the Brea location, and a $5,266 increase in the annual cost of rent for the Laguna Niguel offices. If approved by City Council, these additional rent costs will be funded by the grant funds reimbursed through the WIOA program, with no cost assessed to the City's General Fund. All other terms and conditions from the original rental agreements will remain in place.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved, the increased amount of rent will total $10,839 per year for both locations. The WIOA grant has sufficient available funding to cover this increased rent cost and, as this is a grant funded program, there is no impact to the City's General Fund.
