SUBJECT: Vin Scully Centennial Dog Park Municipal Code

RECOMMENDATION:

Recommendation: That the Community Services Commission review and approve the updated dog park rules.

DISCUSSION:

At the December Community Services Commission meeting, staff presented a proposed addition to the municipal code that will govern dog parks in the City. The City is opening its' first dog park at Vin Scully Centennial Park.Commission recommendations are included in the updated ordinance.

12.28.150 Dog Parks

A. Definitions

“Dog parks” are defined as a City-owned area designated by the City Council as a recreational area for registered dogs to recreate without a leash.

“Owners” are defined as an adult age of 18 or older that is responsible for the wellbeing and behavior of the dog within the areas of the park.

B. Regulations

(1) Aggressive dogs are not allowed in the park and dogs exhibiting aggressive behavior must be removed by their owner
(2) Female dogs in heat, pregnant, or lactating are not allowed
(3) Leashes must be on in all areas of the park except within the confines of the dog park. Leashes must be no longer than 6 feet in length, and must be carried by owner at all times.
(4) All dogs must have valid registration, tags, and vaccinations
(5) Puppies (dogs less than 4 months) are not allowed in the park
(6) Spike, pinch, or shock collars are not allowed
(7) Each adult is allowed a maximum of 3 dogs at the park, and each dog must have its’ own leash
(8) All persons under the age of 18 must be accompanied by an adult
(9) Digging is not permitted and must be filled in by a handler
(10) No outside food or drinks other than water
(11) All owners are responsible for picking up after their dog
(12) All other ordinances that govern public spaces and parks also apply to this park


Staff will begin the process of updating the municipal code to include the new dog park rules per City Council approval in February 2025.


 

FISCAL IMPACT/SOURCE:

There is no impact on the General Fund at this time.
