APPROVE NOTICE OF COMPLETION FOR THE EMERGENCY ROOF BEAM REPAIRS AT THE CITY OF LA HABRA CHILD DEVELOPMENT MAIN OFFICE LOCATED AT 215 NORTH EUCLID STREET, LA HABRA, CA 90631

RECOMMENDATION:


That the City Council approve the Notice of Completion for the Emergency Roof Beam Repairs at the City of La Habra Child Development Center Main Office located at 215 North Euclid Street, La Habra, CA 90631; and authorize staff to file a Notice of Completion for recordation.

DISCUSSION:

Over the past two years, heavy rainfall caused substantial damage to the roof at the La Habra Child Development Main Office building, causing extensive water leaks, partial ceiling collapses, and wood damage. As a result, immediate emergency repairs to the roof beams were required to ensure a safe and healthy classroom environment for all children and teachers. On November 4, 2024, the City Council approved a construction contract to MDJ Management, LLC (MDJ) in the amount of $33,500 to make such repairs to the building. The scope of work included the installation of five 4'X14' beams, the removal of abandoned HVAC (heating, ventilation, and air conditioning) ducting, the removal and re-installation of conflicting utilities and various mechanical equipment. 

All improvements are now complete. Staff conducted a final inspection and found the work to be completed in a satisfactory manner, in accordance with the project specifications, and to City Standards. Upon acceptance of the project by the City Council, staff will file a Notice of Completion (Attachment 1) for recordation by the Orange County Clerk-Recorder's Office.

FISCAL IMPACT/SOURCE OF FUNDING:

The total construction cost for the project was $33,500, which matches the approved purchase order amount of $33,500. All Child Development funding is provided through state grants through the California Department of Education and the California Department of Social Services. All program costs for this project are reimbursed through the contracts, and these programs do not receive General Fund support. There is sufficient grant funding budgeted for this project to release the retention and file the Notice of Completion for the contractor.

Goal 3 - Maintenance and Improvement of City Infrastructure
Objective B - Maintain and upgrade City Buildings, facilities, and parks.
