APPROVE NOTICE OF COMPLETION FOR MONTE VISTA STREET REHABILITATION PROJECT, FY 2022-2023, CITY PROJECT NO. 2-R-22

RECOMMENDATION:


That the City Council approve a Notice of Completion for the Monte Vista Street Rehabilitation Project, Fiscal Year 2022-2023, City Project No. 2-R-22, and authorize staff to submit the Notice of Completion for recordation.

DISCUSSION:

On June 17, 2024, the City Council awarded a construction contract to Gentry Brothers, Inc. of Irwindale, California in the amount of $1,030,728, which included a twenty percent (20%) contingency, for the Monte Vista Street Rehabilitation Project, Fiscal Year 2022-2023, City Project Number 2-R-22. The project included: pavement cold milling, asphalt concrete (AC) dig out repairs, new pavement resurfacing, and full depth reconstruction; the preparation and implementation of storm water "best management practices;" re-construction of existing concrete driveway approaches, sidewalks, cross gutters and spandrels; local depression repairs; pedestrian curb ramps; retaining curbs; curbs and gutters; and, other incidental work as identified on the Project's plans and specifications. The improvements were completed on Monte Vista Street between Lambert Road and La Habra Boulevard. All improvements have been completed and staff conducted a final inspection and found that the work was completed satisfactorily in accordance with the Project's contract specifications and City Standards. Upon acceptance of the Project by the City Council, staff will file a Notice of Completion for recordation at the Orange County Clerk-Recorders Office. 

FISCAL IMPACT/SOURCE OF FUNDING:

The total cost of construction for the Project was $804,412.44, which is $54,527.56 less than the awarded bid amount, allowing staff to successfully complete the project under budget. There was also no need to use the contingency amount of $171,788.00, or 20%; therefore, there are sufficient funds to release retention and file the Notice of Completion. The unutilized funding budgeted for this project will remain in the City's capital improvement budget and will be available for future City Council appropriation for other roadway rehabilitation projects.

This contract is consistent with the following areas of the General Plan:

AT 3.6 Pedestrian Connectivity

It is also consistent with the following City Council FY 24/25 Goals and Objectives:
Goal 3 - Maintenance and Improvement of City Infrastructure
Objective E - Maintain Streets, alleys, sidewalks, and curb ramps citywide
