| SUBJECT: | APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE SECOND AMENDMENT TO THE CITY 'S WORKFORCE INNOVATION OPPORTUNITY ACT (WIOA) AGREEMENT FOR YOUTH PROGRAM SERVICES WITH THE COUNTY OF ORANGE, CONTRACT NO. MA-012-24010395

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute the Second Amendment to the Workforce Innovation Opportunity Act (WIOA) Agreement for Youth Program Services with the County of Orange, increasing the City's Ready S.E.T. OC program funding from $2,835,000 in fiscal year 2024-2025 to $3,105,000 for fiscal year 2025-2026.
DISCUSSION:
The City operates and provides the overall programming and supervision of the Orange County "Ready S.E.T. OC" Program (Program), funded through the Orange County Workforce Development Board's Workforce Innovation Opportunity Act (WIOA). The Program's contract goal is to enroll 560 new youth and young adults into the Program and provide quality services that include career exploration and guidance, continued support for educational attainment, and opportunities to develop and improve skills within in-demand industries and occupations, all culminating with employment along a career pathway or enrollment in post-secondary education.
The City has been successful in enrolling young people during this Program Year and has significantly increased the number of participants who are interested in Work Experience and Individual Training programs, such as training for Certified Nursing Assistants, welding apprentices, and other fields, which has increased Program costs by more than $100,000 to reimburse the training, classes and equipment costs for these programs.
The County of Orange awarded the City a contract to provide funding for this program with an initial approved funding amount of $2,700,000 for Fiscal Year 2024-2025, and added a 5% contract amendment increase in February 2025 that increased the total contract value to $2,835,000 for the current program year. Due to the success of the program in FY 24/25, as gauged by increased participant enrollment, and training and equipment costs, the County of Orange has increased the funding allocation for FY 25/26 to $3,105,000.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by the City Council, the City will receive $3,105,000 to operate the Ready S.E.T. OC Program in FY 25/26. All costs associated with the operation of the program will be covered by the grant, and will be included in the proposed FY 25/26 municipal budget for City Council review and approval. There will be no impact on the General Fund.
