| SUBJECT: | APPROVE AGREEMENT WITH TRANSPORTATION CONCEPTS, INC. FOR SPECIAL EVENT TRANSPORTATION SERVICES

RECOMMENDATION:
That the City Council authorize the City Manager to execute an agreement with Transportation Concepts, Inc. for special event transportation services.
DISCUSSION:
The City operates a special event shuttle utilizing Orange Country Transit Authority (OCTA) Project V Community Circulators funding to increase resident access to special events in the City. Starting in 2021, this service has provided shuttles to deliver residents and visitors from designated parking areas in the City directly to event sites and back every 30 minutes. These events have included the annual La Habra Tamale Festival, La Habra Host Lions Corn Festival, 4th of July Celebration, and other events, as needed, and as allowed by OCTA. The shuttle pickup sites are coordinated with existing OC Bus Routes to ensure residents have access to shuttle sites. This is a free shuttle service provided during designated events, allowing all guests to attend large special events in the City with ease, including any that may have physical disabilities.
The agreement between the City and the operator to provide these services expired in June 2025 and, pursuant to OCTA guidelines, the City was required to issue a Request for Proposals (RFP) for shuttle services. Staff developed an RFP, released in May, and received one proposal from Transportation Concepts, Inc. to operate the shuttles. Staff evaluated the proposal and determined that the proposal met the scope of work proposed for the project. If approved by City Council, the agreement with Transportation Concepts, Inc. will be a term of four years, with a maximum annual cost of $10,000, but not to exceed $32,000 for the term of the contract, and will be paid for utilizing grant funding secured from the OCTA.

FISCAL IMPACT/SOURCE OF FUNDING:
This service is fully funded by OCTA Project V Community Circulators grant funding, and there is no fiscal impact to the General Fund. If approved by Council, the City will receive the following amounts in Project V funding over the next four years, totaling $31,832.
