RECOMMENDATION:
That the City of La Habra Housing Authority approve and authorize the Executive Director to execute an agreement with American Threat Assessment Consulting, Inc., (A.T.A.C.) to design, install, and train mobile home park management staff, and maintain video camera surveillance systems in Park La Habra Mobile Homes and View Park Mobile Home Estates located at 1731 West Lambert Road and 1750 West Lambert Road.
DISCUSSION:
Augusta Communities (Augusta), the contractor who currently provides property management services for the Authority's two mobile home parks, Park La Habra and View Park, has informed City staff that the current video camera surveillance systems in the mobile home parks are outdated, not functioning properly, and have poor resolution, making it difficult to clearly identify images on the video. Augusta has suggested that the Authority upgrade its surveillance systems so that they can be integrated into a secure, scalable video management system with high resolution. The system would incorporate on-site and remote site monitoring capabilities for both live and recorded video.
In order to ensure the system would be installed in a timely manner, Augusta took the lead in preparing a Request for Proposals (RFP) that was reviewed and approved by City staff. In an effort to solicit multiple bids, the following vendors were contacted and provided with a copy of the RFP:

Only one vendor, ATAC, responded with a bid in the amount of $77,850.
If approved, the new surveillance system will provide camera views of the two park entrances, parking areas, offices, rent drop boxes, public areas such as the clubhouse, pool deck, playground and trash enclosures. The surveillance system will not record any activities at individual home spaces. The surveillance system will only be accessible by authorized property management staff and City staff, as necessary. Property management staff will also provide access to the surveillance system recordings to public safety officials, as needed.
The new surveillance system will alert park management staff to issues that may be occurring in the two parks. The new system will make it possible to identify who or what happens with better video resolution and a much improved surveillance system. This will also enable the Police Department to review recorded video if and when public safety incidents occur on either property.

FISCAL IMPACT/SOURCE OF FUNDING:
The total estimated project cost is $77,850. Of this amount, $36,100 will be used on the surveillance system for Park La Habra Mobile Homes and $41,750 will be used on the surveillance system for View Park Mobile Home Estates. The Fiscal Year 2020-2021 budget currently has a total budget of $68,000 for the surveillance system divided evenly within the Park La Habra and View Park Mobile Home Lease Funds. The adopted budget also includes an additional $50,000 for miscellaneous capital expenditure needs, divided evenly between Park La Habra and View Park. As the miscellaneous capital expenditure budget can be used fully fund the cost of this project, there is no need to appropriate any additional funds at this time.
