RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to accept the CCTR-5211 Agreement with the California Department of Social Services for the 2025-2026 Fiscal School Year in the amount of $3,382,871.00; and
B. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CCTR-5211 WITH THE STATE DEPARTMENT OF SOCIAL SERVICES.
DISCUSSION:
The La Habra Child Development program began in 1974 to provide children with a positive and nurturing experience in a safe, supportive, and active learning environment. The needs of children are met at their level of development and individuality. The program continues to expand in grant awards and options, allowing the City to provide expanded services to La Habra residents.

- offer quality, comprehensive education and development programs for children.
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school districts.
- Provide healthy and nutritious dietary supplements for the children participating in the program.
- Provide quality parent involvement and educational components to encourage participation and that enhances the family unit through academic as well as recreational activities.
- Assess each child in all areas of development and design a curriculum planned to meet the individual needs of each child.
- Provide a safe, supportive environment where each child feels free to grow at their own development pace.
For Fiscal Year 2025-2026, the General Child Care Contract (CCTR-5211) will allow the program to provide services to approximately 265 children from newborn to 3 years old in the Family Child Care Home (FCCH) setting, and 5 years old to 13 years old in a center-based program. The City of La Habra Child Care contracts with La Habra-based Family Child Care Homes (FCCH) to provide full-day care services for infants and toddlers. The purpose of the FCCH is to provide quality childcare in a home setting for children six weeks to three years old while their parents are working, in training, or meeting a need for services approved by the California Department of Social Services (CDSS). Each child receives individual attention, encouragement, support, and guidance to provide the necessary experiences and opportunities to develop their fullest potential. Operating hours are based on the needs of each FCCH Provider's schedule. The center-based school-age program aims to provide high-quality childcare and extended educational services for working parents or those attending college/university. This program promotes, supports, and enhances a child's development. The program collaborates with the La Habra City School District, which provides transportation to and from the City's center-based sites. The sites open at approximately 6:15 a.m. and close at approximately 6:00 p.m., based on the needs of the parents. The program operates year-round with "full-day" service during the winter, spring, and summer breaks. The school-age program is located at the Claire Brown site (305 S. Euclid Street), the Child Development Center (CDC), and the Girls' Activity Building (500 Granada Drive).
The City shall be reimbursed by the California Department of Social Services for satisfactory performance of the required services, as determined in the reimbursable amount section of the Contract Terms and Conditions. To receive the Maximum Reimbursable Amount (MRA) of $3,382,871, the City must provide 246 Minimum Days of Operation. Funding for this contract is contingent upon appropriation and availability of sufficient funds from the State of California Department of Social Services. The State may terminate the agreement immediately if funds are not appropriated or available in amounts insufficient to fund the State's obligations under this contract. While the State includes this language in CCTR contracts, the State has never terminated an agreement with the City of La Habra and, to date, has always approved reimbursement of service costs to the City.

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. The General Childcare Program (CCTR) is entirely funded by the California Department of Social Services (CDSS) and the total program budget is $3,382,871. All program administrative costs are reimbursed through the contract and the program does not receive any General Fund support.
