| SUBJECT: | APPROVE THE PURCHASE OF A NARCOTIC ANALYZER DEVICE USING FISCAL YEAR 2023 OPERATION STONEGARDEN GRANT FUNDS

RECOMMENDATION:
That the City Council approve and authorize staff to purchase the "Thermo Fisher TruNarc" narcotic analyzer device under the Fiscal Year 2023 Operation Stonegarden grant program provided by the U.S. Department of Homeland Security, administered through the California Office of Emergency Services, and distributed by the County of Riverside.
DISCUSSION:
At the July 15, 2024, City Council meeting, the La Habra City Council approved and authorized staff to accept $208,500 in grant funding from the Fiscal Year 2023 Operation Stonegarden grant program. The funds are intended to enhance cooperation and coordination among local, tribal, territorial, state, and federal law enforcement agencies in a joint mission to reduce the threat of border-related crime and help secure the U.S. borders along routes of ingress from international borders, to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders.
Within the $208,500 award, $43,500 was specifically allocated for the purchase of a narcotic analyzer device. The device is intended to be used by police officers to safely analyze confiscated narcotics, without exposing officers directly to harmful substances such as fentanyl. Consistent with the City's purchasing policy, staff researched three different options for narcotic analyzer devices and recommends that City Council approve and authorize staff to purchase the "Thermo Fisher TruNarc" device for $38,222.34.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by the City Council, $38,222.34 of Fiscal Year 2023 Operation Stonegarden grant funds will be allocated to purchase the "Thermo Fisher TruNarc" narcotic analyzer device. There is no impact to the General Fund.
