| SUBJECT: | APPROVE NOTICE OF COMPLETION FOR EMERGENCY WATER MAIN, SIDEWALK AND ROADWAY REPAIRS ON EUCLID STREET

RECOMMENDATION:
That the City Council approve a Notice of Completion for the emergency water main, sidewalk and roadway repairs on Euclid Street between Montwood Avenue and Sandlewood Avenue; and authorize staff to submit the Notice of Completion for recordation.
DISCUSSION:
On June 21, 2024, a high-pressure 12" City-owned cast iron water main located on Euclid Street between Montwood Avenue and Sandlewood Avenue burst. Staff responded and isolated the water main soon after the water main break was reported. Due to the size and magnitude of the water main break, staff contacted Valverde Construction, Inc. ("Valverde") to help facilitate emergency repairs. Valverde responded promptly and, after excavating the street, identified a longitudinal crack which required the replacement of approximately twelve feet of new pipe. The water main was placed back into service at approximately 1:00 a.m. on June 22, 2024. Valverde crews worked until 5:00 a.m. to fill and patch voided sections of the roadway on Euclid Street.
A post-incident assessment of Euclid Street determined that the number two lane should remain closed until permanent repairs were completed due to the unevenness and cracks found in the asphalt pavement that resulted from the water main burst. Similarly, the sidewalk between Montwood Avenue and Sandlewood Avenue on the west side of Euclid Street suffered extensive damage, and needed to be replaced for safe pedestrian access. It should be noted that the 12" cast iron water main on Euclid Street is approximately 62 years old. The typical useful life of cast iron pipe ranges from 50 years to 100 years. Based upon the age of the pipe, the slope of Euclid Street, and the significant amount of damage that occurred when the high-pressure water main broke, staff recommended replacing approximately 500 linear feet of this 62 year old cast iron pipe from Montwood Avenue to Sandlewood Avenue and all necessary sidewalk and street rehabilitation associated with the water main break as to avoid any future breaks.
On July 15, 2024, the City Council awarded a construction contract to Valverde in the amount of $725,708 which included a fifteen percent (15%) contingency, for the emergency water main repairs on Euclid Street between Montwood Avenue and Sandlewood Avenue. The scope of work included emergency water main, sidewalk, and roadway repairs. The emergency repair has been completed and staff conducted a final inspection and found that the work was completed satisfactorily in accordance with City's specifications and standards. Upon acceptance of the emergency work by the City Council, staff will file a Notice of Completion for recordation at the Orange County Clerk-Recorders Office.

FISCAL IMPACT/SOURCE OF FUNDING:
The total cost of construction for the Project was $628,277.38, which is $97,430.62 less than the awarded bid amount, allowing staff to successfully complete the project under budget. There are sufficient funds to release retention and file the Notice of Completion.
