SUBJECT:
APPROVE AWARD OF CONTRACT TO ROY ALLAN SLURRY SEAL, INC. FOR CONSTRUCTION OF ANNUAL RESIDENTIAL SLURRY SEAL & STREET REHABILITATION PROJECT FY 22-23, CITY PROJECT NO. 1-R-24

RECOMMENDATION:


That the City Council:
A. Approve the Project Plans and Specifications for the Annual Residential Slurry Seal & Street Rehabilitation Project FY 22-23, City Project No. 1-R-24; 

B. Award a construction contract to Roy Allan Slurry Seal, Inc., of Santa Fe Springs, California, for construction of the Annual Residential Slurry Seal & Street Rehabilitation Project FY 22-23, City Project No. 1-R-24, in the amount of $642,136.50 and reject all other bids; and,

C. Authorize the City Manager to execute an Agreement with Roy Allan Slurry Seal, Inc., and authorize staff to issue a purchase order to Roy Allan Slurry Seal, Inc., in the amount of $788,850.15, which includes $75,000 for additional work and a 10 percent contingency.

DISCUSSION:

The Annual Residential Slurry Seal & Street Rehabilitation Project FY 22-23 consists of the mobilization, preparation and implementation of storm water "best management practices", traffic control, roadway slurry seal, striping and markings, and all associated work as identified in the construction drawings. The project will include approximately 1,519,000 square feet of roadway slurry seal throughout various residential neighborhoods.

On Thursday, July 24, 2025, at 3:00 p.m., the City received five bids with the following results:

Roy Allan Slurry Seal, Inc. ("Roy Allan") submitted the lowest responsive bid in the amount of $642,136.50, which is lower than the Engineer's estimate of $804,520. In addition, Roy Allan contractor's license has been verified, their references have been checked and were found to be satisfactory. Roy Allan has completed similar projects for the Cities of Placentia, Murrieta, Newport Beach and the County of Ventura. There is no record of excessive change order requests initiated by Roy Allan. 

Since Roy Allan's bid was approximately 25% less than the Engineer's estimate and there is sufficient budgeted funding for this project, staff is recommending adding additional street segments to the Project. If approved, staff will add approximately 332,500 square feet of additional roadway on various residential streets at an additional cost of approximately $75,000.

FISCAL IMPACT/SOURCE OF FUNDING:

This project is included in the Fiscal Year 2025-2026 Capital Improvement Program (CIP) with a total available budget of $1,375,000, which is a combination of IP No. 1 Annual Residential Street Rehabilitation, FY 2022-2023 ($900,000) and IP No. 2 Annual Slurry Seal Program, FY 2022-2023 ($475,000) from RMRA / SB1 funds. Sufficient budgeted funds are available for this project and the additional proposed work; therefore, no additional appropriation is requested at this time.
