RECEIVE AND FILE AN UPDATE FROM THE CITY'S CENTENNIAL CELEBRATION COMMITTEE AND CONSIDER A BUDGET APPROPRIATION TO SUPPORT ADDITIONAL ACTIVITIES

RECOMMENDATION:


That the City Council:
A.  Receive and file an update from the City's Centennial Celebration Committee; and,

B.  Approve and authorize an additional $50,000 budget appropriation from the City's Special Events reserve to help fund the City's remaining centennial celebration activities through the end of 2025.

DISCUSSION:

As directed by the City Council, the City's Centennial Celebration Committee has been working diligently in planning an entire year of events and activities to celebrate the City's 100th anniversary. 

The following is a recap of the events that have been held thus far since January 1st of this year:

  • January 21 - Centennial Specific Event:  Centennial Kick-off Celebration
  • March 8 - Enhanced City Event: La Habra 5K Centennial Race
  • April 30 - Enhanced City Event: Ribbon Cutting of the brand new Las Reinas Woman’s Club Park
  • May 24 - Centennial Specific Event: Party in the Park Centennial Celebration
  • July 4 - Enhanced City Event: 4th of July Centennial Celebration
  • Summer - Enhanced City Event: Concerts in the Park
  • July 21 - Centennial Specific Event: Honoring Centenarians, People, Businesses, and Organizations at the City Council Meeting
  • August 21 - Centennial Specific Event: Centennial Legends and Legacies Dinner honoring Centennial Awardees
  • August 22-24 - Enhanced Special Event: La Habra Host Lions’ Club Corn Festival
  • August 23 - Enhanced Special Event: La Habra Host Lions’ Club Centennial Parade & Celebration
  • August 24 - Centennial Specific Project: Public art displaying the La Habra Centennial mural on Euclid Street
These are the remaining Centennial celebration activities and events that are either already scheduled, or are in the final planning phase:

  • September 24 - Centennial Specific Event: Oral history presentation of Mexican-Americans, Camps, and Baseball in La Habra
  • October 3 - Centennial Special Event: Art contest sponsored by the La Habra Art Association and La Habra Woman’s Club
  • October 8 - Centennial Specific Event: Oral history presentation by the La Habra Historical Society
  • November - Enhanced City Event: Ribbon Cutting of the brand new Vin Scully Centennial Park
  • November TBD - Centennial Specific Event: Presentation of the centennial celebration book of La Habra as a part of the "Images of America" series
  • November 11 - Enhanced City Event: Annual Veteran's Day Celebration
  • December 6 - Centennial Specific Event: Presentation and sealing of a Time Capsule
  • December 6 - Enhanced City Event: 12th Annual La Habra Tamale Festival and Centennial Celebration
  • December 15 - Enhanced City Event: Centennial wrap up celebration at the Council reorganization reception     
Other activities that are underway include the development of a new City of La Habra commemorative Centennial Map, a 100 Things to Do in La Habra guide and contest, the popular Centennial Chip & Coin Quest, and more.

BUDGET UPDATE AND FUNDRAISING EFFORTS

On June 17, 2024, as part of the annual adopted budget, the City Council authorized an initial allocation of $100,000 for the City's Centennial Celebration efforts from available Special Events reserve funds, and directed staff to return to Council if further allocations became necessary. To date, the Centennial Celebration events have exhausted the full budget allocation with the following approximate revenues and expenditures:

$24,000 - Centennial Celebration Kick-off Event 
$20,000 - Centennial Celebration Merchandise for sale
$36,000 - Centennial Celebration Enhanced Events and Activities
$30,000 - Centennial Celebration Other Events and Activities (Honoring the Centenarians, book production, banners, Chips/Coins, event posters, etc.)
$40,000 - Centennial Legends & Legacies event production (awards, programs, catering, sound/stage, etc.)
$150,000 - Total Estimated Expenditures 

$50,000 - Total Estimated revenues from merchandise sales and sponsorships

A full reconciliation of Centennial related revenues and expenditures will be completed and reported to Council in 2026 after centennial celebration events have concluded and all revenues and expenses have been recorded. The Committee has diligently worked to secure donations and sponsorships for Centennial events, while striving to control costs. However, with the spending on the events to date, and a number of planned events remaining through the end of 2025, the initial budget appropriation for the Centennial Celebration has been exhausted and the Committee is requesting City Council approval of an additional budget appropriation of $50,000 from the City's Special Event reserve to help fund the remaining list of planned activities as described above. There may be additional revenues from merchandise sales and sponsorships through year end that can help offset this additional budget request and, if so, any unspent funding at year end will be used to replenish the City's Special Events reserve fund.

FISCAL IMPACT/SOURCE OF FUNDING:

If approved by the City Council, the fiscal impact for the additional requested budget appropriation will be $50,000 from the City's Special Event reserve fund. Any unspent funding at year end will be used to replenish the reserve.
