| SUBJECT: | CONSIDER THE DESIGNATION OF A VOTING DELEGATE AND ALTERNATES TO THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE

RECOMMENDATION:
That the City Council designate a voting delegate and up to two (2) alternate voting delegates to attend the League of California Cities (Cal Cities) Annual Conference from October 8-10, 2025, in Long Beach.
DISCUSSION:
Each year, the League of California Cities hosts an annual conference for its member cities. This year the conference will occur in Long Beach, California from Wednesday, October 8 to Friday, October 10, 2025. The League's General Assembly meeting will occur on Friday, October 10, from 8:30 a.m. to 10:30 a.m., at which time member cities will consider and vote upon any resolutions that establish League policy, and any potential League bylaw amendments that may be considered. Any League resolutions that are drafted will be presented to the City Council for consideration at a future City Council meeting prior to the conference.
In order to be eligible to cast a vote during the General Assembly, the City Council must first designate a voting delegate from among its members. Each member city may also appoint up to two (2) alternate voting delegates; the first alternate would only cast his/her vote for their city in the event the delegate is unable to attend the General Assembly. The second alternate would only cast a vote in the event both the voting delegate and the first alternate are unable to attend the General Assembly meeting (Attachment 1). The voting delegate or alternates must be in attendance to cast a vote for their city. Voting delegates and alternates may either be elected or appointed officials of that member city.

FISCAL IMPACT/SOURCE OF FUNDING:
Funding was allocated in the approved Fiscal Year 2025-2026 Budget for each City Councilmember to attend the League of California Cities Annual Conference if they so desire.
GENERAL PLAN RELEVANCE/CITY COUNCIL GOALS & OBJECTIVES:
The designation of a voting delegate and alternates to the Cal Cities Annual Conference is relevant to the following areas of the General Plan:
