| SUBJECT: | APPROVE AWARD OF CONTRACT TO DASH CONSTRUCTION COMPANY, INC. FOR CONSTRUCTION OF LA HABRA COMMUNITY CENTER PARKING LOT IMPROVEMENTS PROJECT, CITY PROJECT NO. 4-B-25

RECOMMENDATION:
That the City Council:
A. Approve the Project Plans and Specifications for the La Habra Community Center Parking Lot Improvements Project, City Project No. 4-B-25;
B. Award a construction contract to Dash Construction Company, Inc. of Woodland Hills, California, for construction of the La Habra Community Center Parking Lot Improvements Project, City Project No. 4-B-25, in the amount of $159,810.00 and reject all other bids; and,
C. Authorize the City Manager to execute an Agreement with Dash Construction Company, Inc., and authorize staff to issue a purchase order to Dash Construction Company, Inc., in the amount of $191,772.00, which includes a twenty percent (20%) contingency.
DISCUSSION:
The La Habra Community Center Parking Lot Improvements, City Project No. 4-B-25, consists of Mobilization/Demobilization; Traffic Control, Safety and Cleanup; Storm Water Best Management Practices (BMPs); unclassified excavation and disposal; cold mill existing asphalt concrete (AC) parking lot, construct AC parking lot pavement, new concrete pavement, remove and reconstruct sidewalks, ADA curb ramps, curbs, installation of parking lot striping, signage, and all incidental work so indicated on the specifications, and required for the proposed improvements.

Dash Construction Company, Inc. ("Dash Construction") submitted the lowest responsive bid in the amount of $159,810.00, which is lower than the engineer's estimate of $200,000. In addition, Dash Construction contractor's license has been verified, their references have been checked and were found to be satisfactory. There is no record of excessive change order requests initiated by Dash Construction. Therefore, staff recommends that the City Council award a construction contract to Dash Construction for the La Habra Community Center Parking Lot Improvements, City Project No. 4-B-25. If approved, the project is anticipated to start and be completed in November 2025.
FISCAL IMPACT/SOURCE OF FUNDING:
This project is included in the Fiscal Year 2025-2026 Capital Improvement Program (CIP) with a total available budget of $450,000 from General Capital Projects Fund. Sufficient budgeted funds are available for this project; therefore, no additional appropriation is requested at this time.
