RECOMMENDATION:
That the City Council deny the claim of Mr. Brock O’Kennard in order to set a definite six-month Statute of Limitations date.
DISCUSSION:
Mr. Brock O’Kennard, a City of Los Angeles resident, retained an attorney who filed a claim against the City on May 20, 2025, in excess of $75,000.00. The claim alleges that on November 19, 2024, the claimant was sleeping in the back seat of his friend’s vehicle parked in front of 430 West Country Hills Drive when he was confronted by La Habra Police Officers and arrested. The claim alleges that the Police Officers used excessive force, which caused him to sustain injuries.
