APPROVE AGREEMENT WITH CROSSROADS SOFTWARE INC. FOR COLLISION REPORTING SOFTWARE AND ANALYTICS PROGRAM

RECOMMENDATION:


That the City Council approve and authorize the City Manager to enter into an agreement with Crossroads Software Inc. of Meridian, Idaho, for the implementation of upgraded traffic reporting software, and approve an appropriation of $74,600 from the Fiscal Year 2025-2026 Asset Seizure Fund.  

DISCUSSION:

The Police Department currently utilizes Brazos system for report and ticket writing. Over time, the system has presented operational challenges, including limited integration with other information systems, user interface inefficiencies, and limited support responsiveness. Additionally, extracting data from the system regarding traffic accidents has been challenging. As part of ongoing Department efforts to improve operational efficiency and reporting accuracy, staff conducted an evaluation of alternative software providers.

Crossroads Software Inc. was identified as a comprehensive and user-friendly solution that offers robust capabilities for report writing, traffic and parking citations, and integration with the Department's current Computer-Aided Dispatch and Records Management System (CAD/RMS) systems. Several neighboring police agencies have successfully transitioned to Crossroads and reported significant improvements in workflow, officer usability and data analytics.

Police Department staff have completed initial vendor demonstrations and received positive feedback from officers involved in the testing. If this purchase is approved by Council, implementation will include system installation and configuration, data migration (if necessary), officer training, and system "go-live" support. Crossroads Sofware Inc. has proposed a phased implementation plan to ensure minimal disruption to operations.  

FISCAL IMPACT/SOURCE OF FUNDING:

If approved by the City Council, the appropriation of $74,600 will be funded by the City's Asset Seizure Fund, which has sufficient unencumbered funding for Fiscal Year 2025-2026 to cover the cost. There is no impact to the General Fund.
