APPROVE CONTINUED FUNDING APPLICATION FOR THE CITY OF LA HABRA STATE PRESCHOOL PROGRAM FOR THE 2026-2027 FISCAL SCHOOL YEAR

RECOMMENDATION:


That the City Council:
A. Approve and authorize the City Manager to execute and submit the Fiscal Year 2026-2027 Continued Funding Application to the California Department of Education Early Learning and Care Division; and,

B. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF FISCAL YEAR 2026-2027 CONTINUED FUNDING APPLICATION TO THE CALIFORNIA DEPARTMENT OF EDUCATION EARLY LEARNING AND CARE DIVISION.

DISCUSSION:

Each year, the California Department of Education requests that agencies funded through their Department certify their intention to continue receiving funding the following fiscal year. The City Council's consideration and approval of the Continued Funding Application (CFA) for Fiscal Year 2026-2027 will ensure continued program services to the residents and children of La Habra. The CFA for preschool services proposes to serve approximately 165 children between the ages of two and a half and five years old at three childcare facilities in La Habra.

The California State Preschool Program (CSPP) funding will be used by the City's Child Development Division to:
  • Offer quality, comprehensive education and development programs for children with an emphasis on preparing each child for Kindergarten.
  • Provide a wide variety of educational activities to enhance and expand the school experience through support and involvement with community partners.
  • Provide a healthy and nutritious dietary supplement for the children participating in the program.
  • Provide quality parent involvement and an educational component to enhance the family unit through educational and engaging activities.
  • Assess each child in all areas of development and design a curriculum planned to meet the individual needs of each child.
  • Provide a safe, comforting environment where each child feels free to grow at their own developmental pace.
The Child Development Division offers services for up to 165 children through the California State Preschool Program (CSPP) contract, providing either Full-Day or Part-Day preschool services.  Enrolled children receive child care and educational enrichment programs for up to three years before entering kindergarten. To satisfy the mandates of the CSPP contract, services must be provided for at least 175 days for the part-day program and 246 days for the full-day program. This program also provides services for children eligible for Transitional Kindergarten and addresses the needs of working parents in the La Habra community. Childcare and educational services are provided for three hours for Part-Day Preschool and up to 11.5 hours for Full-Day service.

The grant contract is estimated at $2,487,180, which is based on the amount received by the City for the current Fiscal Year 2025 -26 contract.

FISCAL IMPACT/SOURCE OF FUNDING:

All Child Development Division funding is provided through State and Federal grants. The California State Preschool Program is entirely funded by the State Department of Education for a total of approximately $2,487,180, based on current funding levels. All program administration costs, up to a maximum of 15% of the total grant award, are reimbursed through the contract and the program does not receive any General Fund support.
