RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to execute the Continued Funding Application for the General ChildCare Grant Program (CCTR) for Fiscal Year 2026-2027 with the California Department of Social Services; and,
B. APPROVE AND ADOPT RESOLUTION NO. CC 2025-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF A CONTINUED FUNDING APPLICATION FOR GENERAL CHILDCARE SERVICES WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.
DISCUSSION:
Each year, the California Department of Social Services (CDSS) requests that agencies funded through their Department certify their intention to continue receiving funding the following fiscal year. The approval and submission of the Continued Funding Application (CFA) for Fiscal Year 2026-2027 will ensure continued service to La Habra families.

- Offer quality, comprehensive education, and development programs for children;
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school district;
- Provide a healthy and nutritious dietary supplement for the children participating in the program;
- Provide a quality parent involvement and educational component to help enhance the family unit through educational, as well as, recreational activities;
- Assess each child in all areas of development and design a curriculum planned to meet the individual needs of each child; and,
- Provide a safe, comforting environment where each child feels free to grow at their own development pace.
The City of La Habra's Child Development Division operates three School Age licensed childcare sites funded through the California Department of Social Services. Program enrollment permits a total of 205 school-aged students registered within the La Habra City School District, ranging in age from 5 to 13 years. It provides year-round childcare services, including full-day care during the summer, winter, and spring intersessions, as well as routine before- and after-school care. The three sites are located at: Claire Brown Center (CBC) located at 305 South Euclid Street, the Girls Activity Building (GAB) at 500 Granada Drive, and the City's Child Development Center (CDC) site at 401 South Euclid Street. School-aged participants engage in enrichment activities, educational field trips, after-school recreational programs, STEM-enhanced activities, and homework help.
The Family Child Care Home Network (FCCHN) provides full-day childcare for up to 50 infants and toddlers. This is a network of licensed family child care homes located in the City that receive funding and support from the Division to provide subsidized child care and related services to eligible families. These networks offer affordable care, quality assessments, parenting education, and referrals, while also providing training and support for child care providers.
Children in all City managed programs receive developmentally appropriate educational and enrichment services each day. To fully meet the obligations of the General Child Care contract, services must be provided for at least 246 days of service. Based on the amount of the current Fiscal Year 2025-2026 contract, staff estimates that program funding during the next fiscal year will be approximately $3,382,871.
FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. CDSS provides reimbursement funds to the City to cover all approved expenses. Program adjustments are made based on the program's earnings, expenditures, and contract funding terms and conditions. The General Childcare Program (CCTR) is entirely funded by the California Department of Social Services (CDSS), with an estimated total program budget of $3,382,871, based on current funding levels. All program administration costs, up to a maximum of 15% of the total grant award, are reimbursed to the City through the contract, and the program does not receive any General Fund support.
