RECOMMENDATION:
That the City Council authorize staff to issue a purchase order to Fullerton Paint & Flooring of Anaheim, California, in an amount not to exceed $58,995 for emergency water mitigation and repairs at the La Habra Community Center.
DISCUSSION:
On November 4, 2025, during demolition and preparation work for the Community Center renovation project, the City's flooring contractor notified staff of significant water damage and moisture retention in several sections of the concrete subfloor in the Community Center Ballroom and portions of the outer hallway. Moisture was tested at five locations and indicated levels that exceeded the recommended level of moisture for successful installation of the luxury vinyl plank (LVP) flooring that is scheduled to be installed.
In accordance with the manufacturer's installation guidelines and maximum moisture requirements, staff determined that emergency repairs were necessary prior to the installation of the new flooring so that the LVP product could perform as designed and so that the warranty would not be voided. Furthermore, the emergency repairs were necessary in order to keep the project on schedule so that the Community Center could reopen on time for facility reservation contracts that are scheduled for early December. The flooring contractor was subsequently authorized by the City Manager to perform the emergency repairs.
The contractor performed concrete diamond grinding to approximately 8,850 square feet of the ballroom and hallway floors to establish a concrete surface profile texture suitable for LVP, supplied and installed two coats of recommended moisture retardant, a primer coat, and two coats of patch sand, among other repair work. The work began on November 6th and was completed on November 10th.
FISCAL IMPACT/SOURCE OF FUNDING:
There are sufficient available funds for this emergency repair in the approved Community Center Renovation Capital Improvement project in the fiscal year 2025-2026 adopted budget; therefore, no additional funds are being requested at this time.
