RECOMMENDATION:
That the City Council deny the claim of Mr. Emilio Garcia in order to set a definite six-month Statute of Limitations date.
DISCUSSION:
Mr. Emilio Garcia, a City of La Habra resident, filed a claim against the City on September 17, 2025, for $100,000,000. The claim alleges that on July 18, 2025, the claimant was assaulted and subjected to unlawful search and seizure, constitutional rights violations, and unlawful invasion of privacy by La Habra Police Officers.
