SUBJECT:
APPROVE NOTICE OF COMPLETION FOR THE COMMUNITY CENTER PARKING LOT IMPROVEMENT PROJECT, CITY PROJECT NO. 4-B-25

RECOMMENDATION:


That the City Council:
A. Approve the Notice of Completion for the Community Center Parking Lot Improvement Project, City Project No. 4-B-25, and authorize staff to submit the Notice of Completion for recordation; and,

B. Authorize the City Manager to increase the Purchase Order with Dash Construction Company, Inc. of Woodland Hills, California, by $5,598 for a total contract amount of $197,370 to cover extra work performed.

DISCUSSION:

On September 15, 2025, the City Council awarded a construction contract to Dash Construction Company, Inc. (Contractor) of Woodland Hills, California, in the amount of $191,772, which included a twenty percent (20%) contingency, for the Community Center Parking Lot Improvement Project ("Project"). The project scope included asphalt milling and paving, new concrete pavement, and Americans With Disabilities Act (ADA) curb ramp upgrades. 

During the construction phase, several field adjustments were necessary to meet modern accessibility standards along with additional asphalt needed to pave the parking lot. During construction, the project needed to modify a block wall along with additional ADA ramp and walkway improvements to make the Community Center ADA accessible. Additionally, more asphalt than anticipated was needed to pave the parking lot to ensure smooth, seamless transitions to the new ADA-compliant concrete parking pad. The total cost of the project, including the additional work, is $197,370 which is $5,598 more than the approved purchase order issued to the Contractor, but less than the total approved $450,000 budget for this project. The work performed by the Contractor met the City's specifications and standards; therefore, staff recommends that the City Council approve funding for the extra work performed and authorize staff to submit the Notice of Completion with the Orange County Clerk-Recorder's Office for recordation.

FISCAL IMPACT/SOURCE OF FUNDING:

The Community Center Parking Lot Improvement Project is included in the Fiscal Year 2025-2026 Capital Improvement Program (CIP) with a total available budget of $450,000 from the General Capital Projects Fund. The actual project expenditures are as follows:

Although the final construction cost exceeded the Purchase Order amount by $5,598, there are sufficient funds remaining within the overall project budget to cover this increase. No additional funding appropriation is required from the General Fund beyond what has already been budgeted for this CIP project.
