RECOMMENDATION:
That the City Council:
A. Authorize staff to issue payment in the amount of $54,462.64 for emergency storm drain channel repairs at La Habra Boulevard to Mike Bubalo Construction Co., Inc.; and,
B. Appropriate $54,462.64 of General Capital Projects fund balance for emergency storm drain channel repairs.
DISCUSSION:
Following severe storm events late last year, City staff identified significant erosion along a natural channel embankment near 2600 West La Habra Boulevard. A field inspection revealed a large void in the channel wall dangerously close to the carports and structural walls of an adjacent apartment complex. To prevent the potential for further property damage and ensure the structural integrity of the storm drain system, staff declared an emergency and retained Mike Bubalo Construction Co., Inc. to perform immediate stabilization. The scope of work included the rebuilding of the damaged channel embankment and installing rip-rap, or rock armor, and boulders to help mitigate future erosion.
The emergency response commenced in October 2025 and was completed in January 2026. While these immediate repairs have secured the site, staff will continue to evaluate the channel and intend to issue a formal Request for Proposal (RFP) in the near future for permanent, long-term enhancements to the storm channel.

FISCAL IMPACT/SOURCE OF FUNDING:
The total cost of the emergency repairs was $54,462.64 and will be funded through an appropriation from the City of La Habra General Capital Projects fund balance.
