| SUBJECT: | CONSIDER A RESOLUTION IN SUPPORT OF LOCAL CONTROL AND THE "CALIFORNIA CITIES FOR LOCAL CONTROL" COALITION |
RECOMMENDATION:
That the City Council:
APPROVE AND ADOPT RESOLUTION NO. _____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, EXPRESSING SUPPORT FOR ACTIONS TO FURTHER STRENGTHEN LOCAL DEMOCRACY, AUTHORITY, AND CONTROL AS RELATED TO LOCAL ZONING AND HOUSING ISSUES.
DISCUSSION:
The City of La Habra has received a request from the "California Cities for Local Control," a coalition of cities in the State that support the concept of local control in municipal governance. Several California cities have adopted resolutions that express opposition at the proliferation of efforts by the California Legislature in Sacramento to pass laws that affect local control as it relates to zoning and land use authority. Those cities have expressed support for the work of the coalition, which seeks to protect local self-determination and limit the ability of the California Legislature to influence local matters through legislation that directly affect municipal land use and housing decisions.
Local control is a matter of paramount importance to the City of La Habra. Within the City's Legislative Platform (Platform, Attachment 2), there is a general policy statement that:
"The City believes in local control and the ability of locally elected bodies to make policy decisions that address the needs of residents and businesses within its jurisdiction. It supports the use of appropriate tools and resources to carry out Council-approved policies without the threat of preemption, proscription, or unnecessary regulation by the State, Federal Government, or other governmental/regulatory bodies. In general, the City will oppose legislation that erodes local control and will support legislation that affirms local control."
Furthermore, and as it relates to local land use decisions, Section 4.F of the Platform states that, "The City strongly supports the concept of local control for local decision-making on land use and zoning matters and opposes any legislation or proposal to reduce local control." Therefore, support for the draft resolution as stated in Attachment 2 appears to be consistent with both the Platform and City Council approved policy.

FISCAL IMPACT/SOURCE OF FUNDING:
There is no fiscal impact associated with this matter.
