That the City Council consider and approve the proposed City of La Habra Goals and Objectives for Fiscal Year 2026-2027, and provide direction to staff on any specific goals and/or objectives City Council would wish to add, modify or delete.

Each year the City Council considers proposed goals and objectives for the subsequent fiscal year.  Consistent with prior City Council direction, the proposed Fiscal Year 2026-2027 Goals and Objectives (Attachment 1) are general in nature and address the following themes:

 

Each goal is achieved through the accomplishment of several recommended objectives, which in turn helps staff focus efforts to achieve the City's core mission of improving the quality of life in the community.  While the City's goals are generally broad, their associated objectives may be either broad or specific. The achievement of some goals and objectives may occur over a short- or long-term horizon, but most tend to be perpetual, occurring on a recurring or ongoing basis. In total, there are 78 recommended objectives over eight goal categories for Fiscal Year 2026-2027.

While City Council approval of the Goals and Objectives has no direct fiscal impact; they do provide policy direction to staff in the development and recommendation of spending priorities during the preparation of the proposed Municipal Budget each fiscal year.

The Fiscal Year 2026-2027 Goals and Objectives are consistent with each aspect of the La Habra General Plan; however, areas of particular relevance include the following:
