APPROVE THE PURCHASE OF A VEHICLE FOR THE CITY OF LA HABRA CHILD DEVELOPMENT DIVISION

RECOMMENDATION:

 
That the City Council:
A. Approve the purchase of a 2026 Ford Explorer for the Child Development Division's grant-funded General Child Care (CCTR) program;

B. Approve a total of $38,766 from the California Department of Social Services General Childcare Grant (CCTR) to fully fund the purchase of this vehicle; and,

C. Authorize staff to issue a purchase order to Ken Grody Ford in an amount not to exceed $38,766.

DISCUSSION:

The City of La Habra's Child Development Division operates five childcare facilities throughout the City serving approximately 200 students in center-based CCTR programs and 40 children in the Family Child Care Home Network (FCCHN) located throughout Orange County. Each site requires specific in-person monitoring in accordance with the California Department of Social Services General Childcare Grant contract. Staff also routinely transport materials and supplies, such as food, equipment, and teaching materials, between locations to support each site. Additionally, City staff often travel to attend or conduct program community outreach events. Travel distances may vary depending on the purpose of travel, including required site visits to Family Child Care Homes (FCCHN). This travel is within La Habra and the County of Orange and supports current operational sites. Due to the high volume of monitoring and oversight required to comply with grant regulations for the childcare division, reliable, accessible transportation is needed.

The Child Development division's administrative team worked closely with the City of La Habra Public Works Fleet Division to evaluate and secure suitable bid proposals for a new Ford Explorer. Staff solicited and received a total of four bid proposals for consideration, as detailed below.

The Child Development Division recommends purchasing one vehicle with General Child Care (CCTR) grant funds. If approved by City Council, the acquisition of a 2026 Ford Explorer will be finalized by June 30, 2026. The Child Development division's administrative team will oversee the vehicle's assignment and use, while the Public Works Department will manage routine maintenance and repairs.
 
The Child Development division's administrative team reviewed the proposals from all four bidders and found Ken Grody's Ford's total bid to be the most competitive. Their bid of $38,766 for a 2026 Ford Explorer is the lowest responsive bid. Furthermore, there is no transport fee and the vehicle is in stock and available for immediate delivery, subject to Council approval.
 
A California Department of Social Services Equipment Purchase Approval Request (EPAR) has been submitted and approved for the proposed vehicle acquisition. Staff recommends that the City Council approve the purchase of the proposed vehicle, which will be entirely funded by the Child Development General Child Care Program. Due to grant requirements, the grant funds must be expended and the vehicle delivered by or before June 30, 2026.

FISCAL IMPACT/SOURCE OF FUNDING:

The total purchase cost of the vehicle is $38,766. If approved by the City Council, available state grant funds will be used to purchase a 2026 Ford Explorer for the Child Development Division. Additionally, all insurance and maintenance costs for this vehicle will be included in the Child Development program's annual operations. There is no cost to the General Fund.
