SUBJECT: AWARD A CONTRACT TO BAKER ELECTRIC, INC., FOR THE CONSTRUCTION OF HARBOR BOULEVARD AND ARBOLITA DRIVE TRAFFIC SIGNAL MODIFICATION, CITY PROJECT NO. 1-TC-20

RECOMMENDATION:


That the City Council:

A. Approve Plans and Specifications for the construction of Harbor Boulevard and Arbolita Drive Traffic Signal Modifications, City Project No. 1-TC-20; and

B. Award a construction contract for the construction of Harbor Boulevard and Arbolita Drive Traffic Signal Modifications to Baker Electric, Inc., of Escondido, California, in the amount of $253,562 and reject all other bids; and

C. Authorize the City Manager to execute an agreement with Baker Electric, Inc., of Escondido, California, in the amount of $253,562 and authorize staff to issue a purchase order to Baker Electric, Inc., of Escondido, California, in the amount of $278,918, which includes a ten percent contingency; and

D. Appropriate an additional $8,190 from the Gas Tax funds to provide sufficient funding to complete this project.

DISCUSSION:

On June 19, 2017, the City Council adopted the Capital Improvement Program (CIP) for the Fiscal Year 2017-2018 budget.  One of the projects included in the Fiscal Year 2017-2018 CIP was the Harbor Boulevard and Arbolita Drive Left Turn Lane Project.  Elements of the project include upgrades to the intersection, such as protected left turn lanes, new signal poles, and various other traffic equipment upgrades that will improve the flow of traffic though the intersection.  Project design was completed in late 2020.  

On June 15, 2020, the City Council adopted the CIP project list for the Fisca Year 2020-2021 budget, which included funding for the construction phase of the project.  A total of twelve bids were received for construction, with the following results:

Baker Electric, Inc., submitted the lowest responsible bid in the amount of $253,562, which was $64,438 (20.3%) lower than the Engineer’s estimate of $318,000.  References for Baker Electric, Inc., have been reviewed by staff and found to be satisfactory; the proposed contractor has completed projects of similar scope with several other public agencies, all of which were found to be satisfactory. There is no record of excessive change order requests from this contractor, and the contractor maintains a valid Contractor’s License.

FISCAL IMPACT/SOURCE OF FUNDING:

The City Council approved a $270,728 budget in Fiscal Year 2020-2021 for the construction phase of the project, which will be funded by available Gas Tax funds. There is no impact to the General Fund for approving this project; however, an additional appropriation of $8,190 from the Gas Tax funds will be needed to provide sufficient funding to complete this project.
