| SUBJECT: | APPROVE AUTHORIZATION FOR THE ISSUANCE OF A PURCHASE ORDER TO WONDRIES FLEET GROUP, ALHAMBRA, CALIFORNIA, IN THE AMOUNT OF $122,812.33 FOR FOUR NEW 2019 FORD F-250 STANDARD CAB PICKUP TRUCKS TO REPLACE EXISTING PUBLIC WORKS DEPARTMENT FLEET TRUCKS |
RECOMMENDATION:
That the City Council:
A. Waive formal bid procedures per La Habra Municipal Code Section 4.20.050 (C) and utilize the cooperative purchase provision of the contract awarded by Sourcewell, also known as National Joint Powers Alliance (NJPA) master vehicle contract #120716-NAF, for the purchase of four new 2019 Ford F-250 Standard Cab Pickup trucks to replace existing Public Works Department fleet trucks; and
B. Authorize the City Manager to issue a purchase order in the amount of $122,812.33 from the Fleet Replacement Fund to Wondries Fleet Group, Alhambra, California, for the purchase of four new 2019 Ford F-250 Standard Cab Pickup trucks.
DISCUSSION:
City Council has approved funds in the adopted Fiscal Year 2020-2021 Fleet Replacement Budget to purchase vehicles, including seven new service trucks. Staff has secured pricing for four new 2019 model year service trucks at a reduced price compared to a new 2021 model year, which is not yet available to order. Pricing for 2022 vehicles has not yet been released from the vehicle manufacture for the Ford F-250 Standard Cab Pickup service truck model. Staff could not locate any 2020 model year vehicles for purchase. The 2019 Ford F-250 Standard Cab service trucks from Wondries Fleet Group meet City specifications, and if the purchase is approved, these four new service trucks would replace the vehicles listed below that are currently in use by the Public Works Water Department and have exceeded their replacement criteria of six years and 100,000 miles.

Additionally, Staff will continue to monitor market conditions in order to maximize potential for fair vehicle pricing according to our Fiscal Year 2020-2021 Fleet Replacement Budget, as well as explore overstock inventory conditions of other vehicle dealers in the region.
The existing city service trucks recommended for immediate replacement are:
- Unit #9047 – model year 1995 Chevrolet S-10, with 158,393 miles
- Unit #3102 – model year 2003 Ford Ranger, with 220,566 miles
- Unit #3103 – model year 2000 Ford F150, with 122,564 miles
- Unit #3111 – model year 2010 Ford F150, with 146,101 miles

FISCAL IMPACT/SOURCE OF FUNDING:
The City Council approved and adopted the Fiscal Year 2020-2021 Fleet Replacement Budget cost center 177101-8916 (Vehicles) which allocated $245,000 for seven new city service trucks. The $122,812.33 quote provided by Wondries Fleet Group for the purchase of these four service trucks is within the budgeted amount allocated in the Fiscal Year 2020-2021 adopted budget and consistent with the Sourcewell / NJPA contract pricing.
