SUBJECT: APPROVE CALIFORNIA GENERAL CHILD CARE AND DEVELOPMENT PROGRAM (CCTR) AND STATE PRESCHOOL PROGRAM (CSPP) AGREEMENT AMENDMENT 02 FOR 2020-2021 FISCAL SCHOOL YEAR

RECOMMENDATION:


That the City Council approve and authorize the City Manager to execute Contracts CCTR-0159 and CSPP-0343 Agreement Amendment 02 with the California Department of Education Early Learning and Care Division for the 2020-2021 Fiscal School Year.

DISCUSSION:

Due to a change in funding available through the CARES Act, the City was recently notified by the State that an additional allocation of funding is available to support the CCTR and CSPP child care programs administered by the City's Child Development Services Division.  Subject to City Council approval, the proposed Amendment 02 to the City's existing 2020-2021 CCTR-0159 contract would increase the maximum reimbursable amount of the City’s Child Development Services agreement by $30,440, increasing from a total of $2,518,980 to $2,549,420.  Although the agreement indicates an increase in the minimum Child Days of Enrollment from 50,847 to 51,462, the program will continue to serve the current reduced number of children due to local health department guidelines and restrictions as a result of COVID-19.  The program would also operate according to the "hold harmless" guidance from the state regarding required child attendance during the 2020-2021 school year. 

In addition, if approved, the CSPP-0343 Agreement contract amendments would increase the maximum reimbursable amount by $3,870, growing from a total of $1,528,940 to $1,532,810.  Simliar to the proposed CCTR amendment described above, although the CSPP amendment would increase in the minimum Child Days of Enrollment from 30,671 to 30,748, the program will continue to serve the current number of children due to local health department guidelines regarding COVID-19, and the same "hold harmless" guidance from the state regarding required child attendance that would normally apply for the 2020-2021 school year.

FISCAL IMPACT/SOURCE OF FUNDING:

If the amendments are approved by the City Council, the total maximum reimbursable amount of both contracts will increase by $34,310, and the combined funding available to the CCTR and CSPP programs would grow from a total of $4,047,920 to $4,082,230 during the 2020-2021 school year.  All Child Development Division funding is provided through State and Federal grants.  This program is entirely funded by the State Department of Education.  All program administrative costs are reimbursed through the contracts.  These programs receive no General Fund support.
