SUBJECT: CONSIDER THE FISCAL YEAR 2021-2022 CITY OF LA HABRA LEGISLATIVE PLATFORM

RECOMMENDATION:


That the City Council adopt the proposed Fiscal Year 2021-2022 City of La Habra Legislative Platform and authorize staff to prepare letters of support or opposition to legislative bills for the Mayor’s signature, as needed and in accordance with the Legislative Platform.

DISCUSSION:

Each year Congress and the California Legislature consider thousands of bills, many of which have the potential to affect local government operations.  In order to protect municipal interests, cities often advocate for or against certain legislation.

The City Council annually adopts a Legislative Platform to facilitate the City’s ability to support or oppose state and federal legislation, or to take a position on policies being considered by regional agencies, as well as communicate its policy direction to staff.  The proposed Fiscal Year 2021-2022 Legislative Platform (attached) states the City Council’s position on various legislative issues and sets guidelines for staff to follow when monitoring those matters.  In general, the City’s Legislative Platform is not intended to be specific, but rather a broad statement of what the City supports (e.g. local control and fiscal responsibility) and/or opposes (e.g. unfunded federal and/or state mandates).  The Legislative Platform is divided into the seven following categories:
 
  • Administration
  • Finance
  • Human Resources
  • Community Development
  • Public Works
  • Community Services
  • Public Safety

FISCAL IMPACT/SOURCE OF FUNDING:

There is no direct fiscal impact associated with this action.
