SUBJECT: APPROVE TRACT MAP NO. 18168,  AS SUBMITTED, AND ACCEPT THE DEDICATION OF THE PUBLIC SIDEWALK EASEMENT, EMERGENCY VEHICLE ACCESS EASEMENTS, PUBLIC UTILITY EASEMENTS, TEN-FOOT WIDE SEWER EASEMENT, VEHICLE ACCESS RIGHTS TO EUCLID STREET AS RELEASED AND RELINQUISHED, EXCEPT AT APPROVED LOCATIONS AS SHOWN ON THE MAP; AND AUTHORIZE THE ABANDONMENT OF THE PUBLIC STREET "ELECTRIC STREET" WITHIN THE BOUNDARY OF THIS MAP

RECOMMENDATION:


That the City Council approve Tract Map No. 18168 as submitted and accept the dedication of the public sidewalk easement, emergency vehicle access easements, public utility easements, ten-foot wide sewer easement, vehicle access rights to Euclid Street as released and relinquished, except at approved locations as shown on the Map; and authorize the abandonment of the public street "Electric Street" within the boundary of this Map.

DISCUSSION:

On March 23, 2020, the Planning Commission considered and approved the Applicant's request for Tentative Tract Map Number 18168.  On April 20, 2020, the City Council considered the Applicant's request for a Zone Change, General Plan Amendment, Environmental Impact Report, Planned Unit Development Master Plan and Development Agreement for the project located at 104-118 East Electric Street.  The project consists of the construction of a 58-unit residential condominium complex located at the southeast corner of Euclid Street and Electric Street.  The Final Map was prepared for the purpose of combining the existing lots into a two lot condominium project.  The new development will be constructed on one new lot and the other lot has a communication tower and supporting equipment on it.  As part of this approved residential development project, the existing "Electric Street" Right-of-Way will be abandoned upon the approval of this Map. The Map has been reviewed by staff at the City of La Habra and the County of Orange.

FISCAL IMPACT/SOURCE OF FUNDING:

By abandoning this portion of Electric Street to the residential developer, the City will no longer be responsible for the maintenance or any potential liabilities associated with the use of that portion of the street.
