RECOMMENDATION:
That the City Council:
A. Receive this report and consider;
B. APPROVAL AND ADOPTION OF RESOLUTION NO:_______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AMENDING RESOLUTION NO. 5948 TO ALLOW CANDIDATE STATEMENTS FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2020, TO BE INCREASED FROM A MAXIMUM OF 200 WORDS TO 400 WORDS.

APPROVAL AND ADOPTION OF RESOLUTION NO:_______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, AMENDING RESOLUTION NO. 5948 TO ALLOW CANDIDATE STATEMENTS FOR THE GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2020, TO BE INCREASED FROM A MAXIMUM OF 200 WORDS TO 400 WORDS.
DISCUSSION:
At its regular meeting of June 1, 2020, City Council approved Resolution No. 5948 which stipulated that City Council Candidate Statements be not more than 200 words in length, which is consistent with the word count limits established by the City Council for prior municipal elections.
City Councilmember Shaw has requested that the Candidate Statement word count be increased to 400 words, which is permissible under California Elections Code Section13307(a)(1), which states that, "...the governing body of the local agency may authorize an increase in the limitations on words for the statement from 200 to 400 words."
Should City Council approve the proposed amendment to Resolution No. 5948, the City Clerks Office would provide fully-executed certified versions of the amended Resolution to the Orange County Registrar of Voters and the Orange County Board of Supervisors. Any residents who have already pulled nomination papers for City Council will be informed of the increased word count option.

FISCAL IMPACT/SOURCE OF FUNDING:
The Orange County Registrar of Voters has indicated that the estimated cost of a 200-word count Candidate Statement is $602.30, and the estimated cost for a 400-word count Candidate Statement is $921.88. A Candidate Statement is optional and all costs related to any Candidate Statements that are submitted are the responsibility of those candidates to pay. As such, there are no additional costs to the City if this change is approved.
