| SUBJECT: | APPROVE AWARD OF CONTRACTS FOR SENIOR MOBILITY TRANSPORTATION SERVICES FOR THE CITY OF LA HABRA |
RECOMMENDATION:
That the City Council authorize the City Manager to execute agreements with:
A. Yellow Cab to operate the La Habra Senior Mobility Transportation Program On-demand (Dial-a-Ride) Service for a term of four years from June 1, 2021, to May 31, 2025 at a cost not to exceed $60,000 per year, with the cost of the four-year term not to exceed $240,000; and
B. Parking Concepts dba Transportation Concepts to operate the La Habra Senior Mobility Transportation Program Shuttle for a term of four years from June 1, 2021, to May 31, 2025 at a cost not to exceed $125,000 per year, with the cost of the four-year term not to exceed $500,000.
DISCUSSION:
Since the year 2000, the La Habra Senior Mobility Transportation Program, also known as the "La Habra Shuttle", has provided La Habra residents aged 60 and older and/or those with disabilities, safe "curb-to-curb" trips to the Community Center for the Senior Meals Program and other related programs and activities. Other essential transportation services provided by the program included trips to hospitals and doctor's offices for non-emergency appointments, to grocery stores and markets, and other similar appointments and errands. During the COVID-19 pandemic, the Senior Mobility Transportation Program evolved into a delivery service for the distribution of food and supplies to the home-bound seniors, allowing senior citizens and other vulnerable individuals to stay in the safety of their home, but still be provided these necessary items.
This program is made possible through grant funding from the Orange County Transportation Authority (OCTA) and the Air Quality Management District (AQMD), which provides approximately 800 trips per month. A nominal donation of $0.50 per one-way ride is recommended from each individual.
Keolis, Inc., the former La Habra Shuttle service provider, ceased all operations on May 31, 2020, partially due to the COVID-19 pandemic. Their departure prematurely ending their contract with the City of La Habra and many other Orange County cities. With City Council and OCTA approval, the City developed a short term emergency plan to continue providing these critical services by offering transportation through a temporary agreement with Yellow Cab, which is scheduled to end on May 31, 2021.
Staff worked with OCTA to develop a Request for Proposals (RFP) for solicitation of proposals from other transportation vendors to provide a fixed route and/or non-fixed route shuttle service, an on-demand transportation (Dial-a-Ride) service, or both. The RFP was released in April and the City received the three responses, as follows:
The proposals were evaluated by staff, who determined that Yellow Cab's proposal best met the general scope of services for an on-demand (Dial-a-Ride) program and was the most consistent with the City's existing program requirements, while providing the lowest proposed cost for the service. The proposal submitted by Parking Concepts dba Transportation Concept was found to be the most consistent with the City's current shuttle route service program, while providing the lowest proposed cost for the service.
