SUBJECT: APPROVE AND ADOPT A RESOLUTION ADOPTING A LIST OF CAPITAL PROJECTS FOR FISCAL YEAR 2021-2022 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017

RECOMMENDATION:


That the City Council:
A.  Adopt a list of Capital Projects for Fiscal Year 2021-2022 Funded by SB 1: The Road Repair and Accountability Act of 2017; and

B.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2021-2022 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.

DISCUSSION:

Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017, was signed into law to create a new source of funding for state, regional, and local government to address basic road maintenance, rehabilitation, and critical safety needs on both state highways and local streets.  SB1 enhances road funding by increasing state fuel excise taxes, state diesel fuel sales taxes, and vehicle registration fees, as well as provides inflationary adjustments in future years.

SB 1 funds are placed into the State’s Road Maintenance and Rehabilitation Account (RMRA) and apportioned to eligible cities and counties based on existing funding allocation models and state revenue estimates.  Based on these calculations, the City of La Habra is scheduled to receive $1,217,375 from SB 1 funds during Fiscal Year 2021-2022.

In order to be eligible to receive a distribution of SB 1 funds for Fiscal Year 2021-2022, all cities must adopt, by resolution, a list of projects proposed to use these funds and submit the list of projects to the California Transportation Commission by July 1, 2021.

Due to the availability of projected SB 1 funds, along with additional dedicated road improvement funds from Gas Tax and Measure M2, staff recommends including the following street into the proposed street and road improvement project list for Fiscal Year 2021-2022:

This project will reconstruct the asphalt section of the road with new asphalt placed within the full width of the street, reconstruct concrete curb and gutters, reconstruct cross gutters, reconstruct curb ramps, reconstruct sidewalks and alley returns, and place new pavement striping.  The City’s Pavement Management Program Report identifies a Pavement Condition Index (PCI) range of 30-50 (which translates to a very poor & poor rating, respectively) within this section of Monte Vista Street.  If the project list of Fiscal Year 2021-2022 is approved, staff anticipates that design will be complete in early 2022 with construction to be finished in late 2022.
 
 

In addition, staff proposes to also re-list the Annual Arterial Street Rehabilitation Program in the list of projects, which had been previously approved by the City Council during Fiscal Year 2019-2020.  Street repaving projects currently on that list included:  La Habra Boulevard (from Valley Home Avenue to Beach Boulevard), Cypress Street (from La Habra Boulevard to Whittier Boulevard), and Palm Street (from La Habra Boulevard to the northern City limit).  These Annual Arterial Street Rehabilitation Program projects will be advertised this summer and staff anticipates construction will be completed in Fall 2021. 

Furthermore, staff proposes to re-list the repaving of Euclid Street (between Whittier Boulevard to the northern City limit), which has been previously approved by the City Council for Fiscal Year 2020-2021.  The Euclid Street project is currently in design and staff anticipates construction could start as soon as Fall 2021.

FISCAL IMPACT/SOURCE OF FUNDING:

The State has estimated that City of La Habra SB 1 funding for Fiscal Year 2021-2022 will be $1,217,375 (based on the latest Local Streets and Roads report dated May 14, 2021); however, this preliminary estimate may change upon the final award of funds.
