RECOMMENDATION:
That the City Council:
APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, APPROVING APPLICATION(S) FOR PER CAPITA GRANT FUNDS.
DISCUSSION:
In 2018 California voters approved Proposition 68, which authorized $2.6 billion for the purpose of financing park improvement programs. The California Department of Parks and Recreation (CA Parks) has been delegated the responsibility of administering the Prop 68 Per Capita Grant Program. As part of that program, the City of La Habra has been allocated $216,788 and staff recommends using the grant allocation to partially fund the Oeste Park Playground Improvement Project.
Oeste Park Playground Improvement Project
The total estimated cost of the proposed project is $420,000 and will add new playground equipment at Oeste Park. The new playground equipment will universally accessible, which will include a sensory garden, an ADA accessible swing, and other universally accessible play elements. The addition of a universally accessible playground will be the first such type in the City of La Habra and will be one of just a few universally accessible playgrounds in all of north Orange County.
City staff recommends that the City Council authorize this application for grant funds for the Prop 68 Per Capita Grant, and approve the associated resolution, as required as part of the City's grant application.

FISCAL IMPACT/SOURCE OF FUNDING:
The total estimated cost for the proposed Oeste Park Playground Improvement Project is $420,000 and the maximum award under the Prop 68 Per Capita Grant Program is $216,788. The remaining amount of $203,212 will be funded from the City's Parks special revenue fund and its General Fund Capital Improvement Project fund. Staff will also apply for project funding in the amount of $20,000 through the CalRecycle Tire Derived Product (TDP) Grant Program. In the event the City's TDP grant application is successful and awarded, then the total amount of funding necessary to complete the project from the Parks Acquisition Fund will be reduced to $183,212.
