| SUBJECT: | APPROVE THE PURCHASE AND INSTALLATION OF PHASE ONE OF A NEW MUSEUM EXHIBIT AT THE CHILDREN'S MUSEUM AT LA HABRA ENTITLED "CENTENNIAL FARM"

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute a purchase order in the amount of $62,000 with Contrast Media Agency for the purchase and installation of the first phase of five planned phases of a new museum exhibit at the Children's Museum at La Habra entitled "Centennial Farm."
DISCUSSION:
The Children’s Museum at La Habra received a grant in the amount of $50,000 from the Institute of Museum and Library Sciences (IMLS) to help fund the replacement of one of its large museum exhibits, "Pre-school Play Park Gallery," with a newly designed and updated exhibit entitled "Centennial Farm." The new exhibit will create a meaningful experience for children that honors the City of La Habra's farming and citrus cultivation history.
Museum staff solicited bids for the fabrication and installation of the first of the exhibit's five planned phases. Bid solicitation for the first phase included the following responses:
Contrast Media Agency $62,000
VX Design Solutions $83,900
WJS Studios $86,000
In addition to providing the lowest competitive bid, Contrast Media Agency is also a La Habra-based business and has included 12 months of routine maintenance and touch-ups to the exhibit, as needed, in their proposal. The grant from IMLS will cover the first $50,000 of the purchase and the Friends of the Children's Museum (Friends) will reimburse the City for the remaining $12,000. The Friends are actively searching for additional funding opportunities to complete the remaining four phases of the project.

FISCAL IMPACT/SOURCE OF FUNDING:
There will be no impact to the General Fund. The proposed cost of Phase 1 of this project is $62,000 and will be covered through the IMLS grant of $50,000 and a donation of $12,000 from the Friends of the Children's Museum.
