APPROVE THE JOINT AGREEMENT FOR THE OPERATION, MAINTENANCE, AND FINANCIAL MANAGEMENT OF THE ORANGE COUNTY 800 MHz COUNTYWIDE COORDINATED COMMUNICATIONS SYSTEM

RECOMMENDATION:


That the City Council authorize the City Manager to execute the Joint Agreement for the Operation, Maintenance, and Financial Management of the Orange County 800 MHz Countywide Coordinated Communications System, which will allow the County to ensure that all Orange County cities, including the City of La Habra, share in the cost and have access to the countywide emergency radio communication system.

DISCUSSION:

On February 6, 1996, the Orange County Board of Supervisors (Board) approved the original Joint Agreement (Agreement) for the Implementation and Operation of the OC 800 MHz Countywide Coordinated Communications System (CCCS). The Orange County Sheriff-Coroner Department (Sheriff) operates and maintains the CCCS, which provides centralized, interoperable voice radio communications for the County and its 34 cities, including all public safety and public service agencies, as well as a number of private, state, and federal agencies that support local public safety agencies and/or have relevant communications requirements. 

CCCS is funded through a partnership established by the County and Orange County cities in accordance with the financial participation requirements outlined in the Agreement.  The Agreement has been amended several times since its original execution to reflect evolving participant responsibilities as they relate to operations and maintenance and accounting for post implementation operational, technical, and financial requirements and guidelines.   

The 800 MHz Governance Committee (Governance Committee) oversees the operation of the CCCS.  The Governance Committee is currently comprised of four City Managers and three County representatives. The proposed revision of the Agreement that is presented to the City Council for consideration includes the Governance Committee's proposed modifications in regard to technical, operational, and financial matters for all participant agencies on a going forward basis, including how cost are allocated to participating agencies, the terms for participant cost sharing to support capital upgrades that will be necessary in the future, as well as establishing bylaws for the Governance Committee.
 
 

The revised Agreement was approved by the Board on June 22, 2021.  The next step in the approval process is for each partner agency's policy-making body, which for the City of La Habra is the City Council, to consider and approve the revised Agreement.  The revised Agreement will take effect once all partner agencies have approved and executed the Agreement.

FISCAL IMPACT/SOURCE OF FUNDING:

Expenditures associated with the operations and maintenance of the countywide 800 MHz system are completely funded by the 800 MHz CCCS Partnership consisting of the County or Orange, all 34 Orange County cities, the Orange County Fire Authority, and other partners, including the Orange County Transportation Authority, Orange County Lifeguards, the Irvine Valley College Police Department, the Santa Ana Unified School District Police Department, the Saddleback College Police Department, and Metro Net and West-Comm. 

The City of La Habra's portion of CCCS costs for Fiscal Year (FY) 2021-2022 is $73,292.  If this amended agreement is approved by all participating agencies, the City's annual cost will increase by $11,492 to $84,748.  There are sufficient funds included in the La Habra Police Department's approved Fiscal Year 2021-2022 budget for this cost increase.
