| SUBJECT: | APPROVE TO AUTHORIZE THE EXPENDITURE OF $118,000 FROM THE 2021-2022 STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) GRANT FOR THE "SELECTIVE TRAFFIC ENFORCEMENT PROGRAM"

RECOMMENDATION:
That the City Council approve and authorize the Chief of Police to expend funds in compliance with the State of California’s Office of Traffic Safety (OTS) - "Selective Traffic Enforcement Program" (STEP) grant in the amount of $118,000 for overtime costs related to extra traffic enforcement operations, collaborative Driving Under the Influence (DUI) operations, and related training.
DISCUSSION:
The California Office of Traffic Safety (OTS), in cooperation with the National Highway Traffic Safety Administration (NHTSA), provides traffic safety grants annually to municipalities that demonstrate a need for funding and to provide pro-active enforcement in the area of traffic safety. Grants are awarded based on an individual municipality's needs and state rankings related to traffic safety.
Goals of the grant program include reduction in the number of victims killed and injured due to traffic collisions, reduction in the number of victims killed and injured due to alcohol and/or drug-involved collisions, and reduction in the number of hit-and-run fatal and injury collisions. After a competitive grant application process, the City has been awarded a grant of $118,000 to fund the operation of the following traffic safety measures:
- 27 DUI Saturation Patrols;
- 5 Distracted Driving Patrols;
- 18 Traffic Enforcement Patrols Targeting Primary Collision Factors;
- 3 Motorcycle Safety Enforcement Operations;
- 2 DUI/Driver’s License Checkpoints;
- 2 Traffic Safety Educational Presentations;
- 4 Bicycle and Pedestrian Enforcement Operations;
- 3 Collaborative DUI enforcement operations; and
- 3 Collaborative Traffic Enforcement operations.
Additionally, the grant will provide funding in the amount of $2,158 for in-state travel to DUI traffic-related safety training conferences for police staff, $2,300 for Traffic Safety Education (similar to the “Team Soil” BMX shows that have previously been presented to school aged children), and $550 towards the purchase of bicycle helmets (to be given away to school-aged children during the above referenced bike safety presentations).

FISCAL IMPACT/SOURCE OF FUNDING:
The amount allocated by the OTS STEP grant to the City of La Habra is $118,000. This amount will fully fund the salary and benefits of additional overtime enforcement efforts, training for DUI enforcement, and bicycle safety costs. No General Fund monies will be required to supplement this grant funding.
