APPROVE PLANS AND SPECIFICATIONS AND AWARD CONTRACT TO SCANSYS, INC., FOR THE SKATEBOARD PARK SECURITY CAMERAS AND LIGHTS, FISCAL YEAR 2020-2021, PROJECT 1-P-21

RECOMMENDATION:


That the City Council:
A. Approve Plans and Specifications for the Skateboard Park Security Cameras and Lights, Fiscal Year 2020-2021, City Project No. 1-P-21; and

B. Reject the apparent low bidder’s proposal by Smart City Electric Group, as deemed non-responsive for the Project; and

C. Award a construction contract to the second-lowest bidder, Scansys, Inc., of Buena Park, California, in the amount of $82,331.00 for the Project; and

D. Approve and authorize the City Manager to execute an agreement with Scansys, Inc., of Buena Park, California, in the amount of $82,331.00 and authorize staff issue a purchase order in the amount of $94,684 which includes up to a 15% Project contingency; and

E. Authorize the amendment of the Project budget and appropriate $63,681 of additional CDBG funds for materials and construction services, which includes up to a 15% project contingency, and

F. Reallocate $49,000 back to the Park Acquisition Fund for future appropriation.

DISCUSSION:

On April 2021, JM Diaz, Inc. completed design plans and specifications for the Skateboard Park Security Cameras and Lights Project, Fiscal Year 2020-21, City Project No. 1-P-21 (Project). The primary purpose of this Project is to enhance security and safety at the City's skate board park within La Bonita Park, located on Fahringer Way at Idaho Street. Staff is recommending the installation of new, high definition security cameras and lighting that would supplement the coverage currently at the park and to help deter unwanted activities. The locations of the proposed cameras were designed specifically to cover gaps and/or areas not currently within range of the older existing 16 camera system.  An additional six cameras will be added to the existing 16 cameras. 

If approved, the Project will include the installation of six new additional security cameras, four new security lights, the construction and installation of two camera poles, trenching and installation of electrical conduits, electrical hardware such as wires, communication cable and photocells, the installation of pullboxes, modifications to the existing electrical service panel board, and the reconstruction of sidewalks within the skate park.
 
 

On August 26, 2021, staff advertised the project in the Orange County Register newspaper and on CIPlist.com.

On September 23, 2021, the City received four bids with the following results:

After reviewing bids and conducting a thorough analysis of each bid proposal, staff determined that the apparent low bidder, Smart City Electric Group, did not meet the bid solicitation requirements as no references or subcontractors were identified in the bid submittal.  As such, the bid was determined to be non-responsive. The second lowest bidder, Scansys, Inc. (Contractor), submitted a bid in the amount of $82,331.00.  Staff reviewed the Contractor’s references and found them to be satisfactory. The Contractor has completed similar projects, has no record of excessive Change Order requests on prior contracts, and maintains a current and valid Contractor’s License.

FISCAL IMPACT/SOURCE OF FUNDING:

As part of the approved Fiscal Year 2021-2022 CIP Budget, this project was budgeted with $31,000 from CDBG funds and $49,000 from Park Acquisition funds for an available total of $80,000. Since the proposed award of a contract to Scansys, Inc., in the amount of $82,331, exceeds the current construction budget, staff recommends an additional appropriation of CDBG funds. In addition, and to maximize the use of Community Development Block Grant funds which are eligible for this project, staff is also recommending to replace the $49,000 of budgeted Park Acquisition funds with $49,000 from available CDBG funds, in addition to appropriating an additional $14,684 from CDBG to fully fund the cost of the project. If approved, the total amount of CDBG funding allocated to this project would be $94,684, which includes a 15% contingency.
