RECOMMENDATION:
That the City Council:
A. Approve the proposed salary schedule for the La Habra Professional Employees' Group, add a newly created position in the Community Services Department Employment and Training Division entitled "Employment and Training Program Coordinator", and approve the attached job description; and
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA AMENDING RESOLUTION NO. 5960 PERTAINING TO A COMPENSATION PLAN FOR THE LA HABRA PROFESSIONAL EMPLOYEES' GROUP.
DISCUSSION:
On June 15, 2020, the City Council approved a contract between the County of Orange and the City for the expansion of the City's Youth Employment Program. Under this new contract, which became effective July 1, 2020, over 450 young adults throughout Orange County will receive job training and employment services from the City of La Habra’s workforce program, including work readiness training, resume development, development of interview and job search skills, occupational skills training, and job placement and paid work experience.
In order to properly staff this expanded program, which now serves residents of 32 Orange County cities (with the exception of Sana Ana and Anaheim), the City of La Habra's Employment and Training Division will increase from five employees to twenty employees, which will include up to nine additional case managers. As part of this staffing plan, a new supervisory position is necessary to help oversee the day-to-day operations of the expanded program. Under the direction of the Employment and Training Manager, the newly created Employment and Training Program Coordinator will assist in the oversight, review, and analysis of program services, and ensure staff meets the program's contractual obligations.
Job duties of this new position will include: supervision, coordination, and evaluation of job performance of case managers and clerical support staff; oversight of participant case files to ensure compliance with federal, state, and local Workforce Innovation and Opportunity Act (WIOA) policies; facilitation of job placement services; program orientation for local youth, community, and faith-based organizations, schools, parents, businesses, attendance at community outreach events; and other duties as assigned.

FISCAL IMPACT/SOURCE OF FUNDING:
There is no fiscal impact to the General Fund as the expanded program is fully funded by the $2,600,000 grant provided by the County of Orange. Staff estimates the total overall cost for the new proposed position to be approximately $86,112, which will be fully funded through the program grant for Fiscal Year 2020-2021.
