APPROVE A REQUEST FOR "NO STOPPING" RESTRICTIONS ON THE SOUTH SIDE OF SUPERIOR AVENUE AT 500 SOUTH HARBOR BOULEVARD

RECOMMENDATION:


That the City Council APPROVE AND ADOPT RESOLUTION NO. _______ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA PROHIBITING STOPPING, STANDING AND PARKING AT ALL TIMES ON THE SOUTH SIDE OF SUPERIOR AVENUE AT 500 SOUTH HARBOR BOULEVARD

DISCUSSION:

On August 16, 2021, Public Works Department staff received an email from Mr. Tony Marquez requesting staff to evaluate the limited sight distance while traveling westbound on Superior Avenue approaching the intersection of Harbor Boulevard and Superior Avenue (Attachment 1). In his request, Mr. Marquez stated that the limited sight distance is due to vehicles that park along the south side of Superior Avenue from the southeast corner of Harbor Boulevard to the easterly first driveway of the property at 500 South Harbor Boulevard.  In addition, Superior Avenue narrows as it approaches Harbor Boulevard thus making it difficult for vehicles heading westerly on Superior Avenue to see oncoming vehicles approaching from Harbor Boulevard.

Staff directed AGA Engineers, Inc. (AGA) to assess the street conditions at the reported location and prepare a report with findings and recommendations.  AGA conducted a field review and prepared sight distance analyses and conceptual striping sketches for 500 South Harbor Boulevard.  Staff also researched the available record of reported traffic collisions on the street for the past 12 years to determine if potentially hazardous traffic conditions could be addressed through mitigation measures.

The La Habra Traffic Committee reviewed AGA's report during its meeting in October 2021. AGA indicated that limited visibility along Superior Avenue could be addressed by prohibiting stopping and/or parking on the south side of the street at Harbor Boulevard.  AGA's recommendations included placement of signage and painting the curb red for approximately 147 feet on Superior Avenue, which would improve visibility, and the addition of a double-yellow centerline striping on the street, which would encourage drivers to stay on the proper side of the road.  The Traffic Committee members unanimously supported AGA's recommendation (Attachment 3).

Notices with the proposed parking prohibitions, curb painting, and striping were mailed to property owners in the vicinity of 500 South Harbor Boulevard.  Staff has received no objections as of the time this agenda report was prepared.

FISCAL IMPACT/SOURCE OF FUNDING:

The proposed installation of red curb paint and signage is estimated to cost $500.  This cost estimate includes all materials and labor.  There are adequate funds in the City’s General Fund Street Maintenance budget to perform the work.
