SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM ANNUAL ACTION PLAN PRIORITY NEEDS.

Recommendation:
It is recommended the Citizen Participation Commission/Committee approve the following motion:

A MOTION OF THE COMMUNITY SERVICES COMMISSION/COMMITTEE FOR THE COMMUNITY DEVELOPMENT DEPARTMENT, ESTABLISHING THE ANNUAL ACTION PLAN PRIORITY NEEDS FOR CDBG PROGRAM YEAR 2022-2023.
 

DISCUSSION:

The Community Development Block Grant (CDBG) Program was authorized under Title 1 of the Housing and Community Development Act of 1974.  Local governments participate in either the Entitlement Program (for cities over 50,000 in population or urban counties with more than 2000,000) or the States and Small Cities Program (communities with populations 50,000 or less).  The City of La Habra is a direct entitlement city for which we automatically received an annual allocation of CDBG funds.  The City’s estimated CDBG allocation for Fiscal Year 2022-2023 is approximately is $1,040,000.00 ($640,000 new allocated funds and approximately $400,000 of carryover funds).  HUD determines each jurisdiction’s grant amount by the higher of the two formulas: (1) Data based on overcrowded housing, population, and poverty; or (2) Data based on age of housing, population growth lag and poverty.

The primary objective of the CDBG Program is the development of viable urban communities principally for minorities and low-to-moderate income (LMI person, through the following provisions:
  • decent housing
  • suitable living environment
  • economic opportunity
To achieve the CDBG program goals, the CDBG regulations outline eligible activities and the national objectives that each activity must meet.  The national objectives of the CDBG program are: (1) Benefit low to moderate-income persons, (2) Aid in the prevention of slum and blight, and (3) Urgent Need.

The City’s primary tool for implementing the CDBG activities is incorporated within a Consolidated Plan (Con Plan) 2020-2024.  The Consolidated Plan is a five-year strategic plan that describes community needs, resources, priorities, and proposed activities to be undertaken with CDBG.  Each year the City develops an Annual Action Plan that funds and implements projects to meet the goals and objectives identified within the Con Plan.  As part of the Annual Action Plan process, the City must establish the Annual Action Plan Priority Needs for each year of the 5-year Con Plan.
The City will be in its third year of its Five-Year Con plan.  The Priority Needs that the Commission/Committee will establish for program year 2022-2023 will build upon and further the goals and objective of the programs, projects, and activities outlined in FY 2021-2022.  Table A Provides a year-to year illustration of the priority needs over the City’s Five-Year Con Plan period.

Table A below, will provide the rating of the Commission/Committee priority needs for the Five-Year Con Plan as either high Priority or Low Priority.  Table A will also show the rating of the Commission/Committee priority needs for each Fiscal Year.  Staff will meet with the Commission/Committee each November to establish the priority needs for the upcoming fiscal year.  Each Commission/Committee member will provide a rating of High or Low priority each category.
