APPROVE AN AGREEMENT WITH TROLLER MAYER ASSOCIATES, INC., FOR LANDSCAPE ARCHITECTURAL AND RELATED SERVICES FOR THE DESIGN OF A NEW PROPOSED CITY PARK AT THE FORMER WOMEN’S CLUBHOUSE SITE

RECOMMENDATION:


That the City Council:
A. Approve and authorize the City Manager to execute an agreement with Troller Mayer Associates, Inc., of Glendale, California, in the amount of $132,010 to provide landscape architectural and related services for the design of a new proposed City park at the former Women’s Clubhouse Site; and,

B. Approve and authorize staff to issue a purchase order to Troller Mayer Associates, Inc., of Glendale, California, in the amount of $138,610, which includes a five percent (5%) contingency.

DISCUSSION:

The City Council has previously authorized the acquisition of the property at the former Women's Clubhouse site at 200 West Greenwood Avenue, and authorized staff to pursue grant funding from the State for the design and construction of a new City park at that location. The former Women's clubhouse building and parking lot were removed in 2018 and the site is now an empty lot enclosed by a vinyl perimeter fence.  On March 30, 2020, the City successfully secured a Proposition 68 grant in the amount of $861,400 to develop a new park at this location.

In September 2021, staff issued a Request for Proposals (RFP) to 10 qualified consultants to provide landscape architectural and related services for the design of the proposed park.  The scope of the design called for two alternatives, both of which featured a “passive style” neighborhood park design.  Consistent with the grant, the park will include a demonstration garden, dense tree planting, playground area, central picnic area, benches, a walking path, decorative lighting, and landscaping throughout the park.  The northerly one-third of the parcel will be left as open recreation space, as well as space to accommodate a possible community building in the future.

On October 27, 2021, staff received two proposals for design of the park; one proposal from Troller Mayer Associates, Inc., and a second proposal from Lynn Capouya, Inc. An Evaluation Committee consisting of staff from the Public Works and Community Development Departments evaluated the proposals and ranked them based on the following criteria:

1. Qualifications of the Firm - Technical experience in performing work of a similar nature; experience working with public agencies; strength and stability of the firm; familiarity with regional and local traffic issues; and assessment by client references.

2. Proposed Project Team and Organization - Qualifications of proposed Project Manager and key personnel; logic of project organization; adequacy of labor commitment and resources; capability to reallocate resources as needed to meet project schedules; and ability to commit proposed resources.
 

3. Detailed Work Plan and Schedule - Thorough understanding of the· City's requirements and project objectives; logic, clarity, specificity and overall quality of work plan; use of creative and innovative approach; appropriateness of labor distribution among the tasks; and ability to meet project deadlines.

4. Fee Proposal - Reasonableness of pricing of tasks and competitiveness of this amount compared with other proposals.

The Evaluation Committee ranked the proposal from Troller Mayer Associates, Inc., with a score of 93 and ranked the proposal from Lynn Capouya, Inc., with a score of 89.

Troller Mayer Associates, Inc., (Troller) was found to be the more qualified landscape architect, with a comprehensive proposal that included a detailed work plan, schedule, and a project team with extensive work experience with similar park and open space projects. The Evaluation Committee also determined that Troller had the best knowledge, skills, and unique understanding of the Project’s goals and objectives, and their familiarity with the La Habra community as a result of their work on the design of the Vista Grande Park Project provided additional value. As preliminary design work is completed, staff will host one to two community meetings at the park location or at the Community Center to present design ideas to the community, as well as to the neighbors living in the area surrounding the park, and solicit input and ideas of what park amenities the community would most want to see included in the final design.  The final draft design will subsequently be presented to City Council for final approval.

Staff recommends that the City Council approve and authorize the City Manager to execute an agreement (Attachment 1) with Troller in the amount of $132,010 to provide landscape architectural and related services for the design of a proposed City park at the former Women’s Clubhouse site and authorize staff to issue a purchase order in the amount of $138,610, which includes a five percent (5%) contingency.

FISCAL IMPACT/SOURCE OF FUNDING:

Funding for the project was included in the approved Fiscal Year 2021-2022 CIP Budget. The project budget includes Proposition 68 funds in the amount of $140,000 for consultant design expenses and $721,400 for construction services, for an available budget amount of $861,400.  There are sufficient budgeted funds to cover the costs associated with the proposed consultant design services.
