APPROVE THE CALIFORNIA STATE PRESCHOOL (CSPP) PROGRAM AMENDMENT 03 FOR FISCAL SCHOOL YEAR 2020-2021

RECOMMENDATION:


That the City Council:
A. Approve and authorize the City Manager to execute Contract CSPP-0343, Amendment 03 with the California Department of Education Child Development Services for the 2020-2021 Fiscal School Year; and

B. APPROVE AND ADOPT RESOLUTION NO. _______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE EXECUTION OF LOCAL AGREEMENT NUMBER CSPP-0343, AMENDMENT 03 WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.

DISCUSSION:

The 2020-2021 California State Pre-School Program grant CSPP-0343, Amendment 03, increases the program's maximum reimbursable amount by $3,050, from $1,532,810 to $1,535,860.  The additional funds will cover the costs of the family fees that were waived this fiscal year by the California Department of Education (CDE). The minimum Child Days of Enrollment (CDE) Requirement for contract CSPP-0343 will also be increased from 30,748 to 30,810 and the La Habra Preschool Program will continue to provide services for up to 72 children for full-day care for 246 school days and up to 120 children for part-day care for 180 school days.

The funds are being attributed to fiscal year 2020-2021 due to the effects of the COVID-19 pandemic.  The CDE announced Amendment 01 Family Fee Credits, which temporarily waived co-payments for families, and Amendment 02, which provided stipends through the CDE's CARES Act Allocation.  Amendment 03 extends the waiver of Family Fee Credits and provides the City funding to cover losses in program income due to the waiver.

FISCAL IMPACT/SOURCE OF FUNDING:

This contract amendment allocates an additional $3,050 to the City's State Preschool Program, replacing lost program income that the City experienced due to the California Department of Education's Pandemic Policy to waive all Family Fees for the school year.  All program and administrative costs for the City's State Preschool Program are reimbursed through grants and there is no impact to the General Fund.
