| SUBJECT: | APPROVE THE NORTH ORANGE COUNTY PUBLIC SAFETY COLLABORATIVE OPERATIONAL AGREEMENT

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute the North Orange County Public Safety Collaborative Operational agreement, and all other necessary operational and funding documents to continue the City's participation in the North Orange County Collaborative.
DISCUSSION:
The City of La Habra has participated in the North Orange County Public Safety Task Force (now called the North Orange County Public Safety Collaborative) for the past four years. The Collaborative was created to address the following core issues:
1) Youth violence prevention and intervention;
2) Promote and enhance the successful reentry of offenders into the community; and,
3) Address homeless outreach and intervention efforts.
The original funding ended in Fiscal Year 2020; however the Collaborative was granted one additional year of funding from the State of California.
Including the City of La Habra, there are 11 cities that participate in the North Orange County Public Safety Collaborative. The Collaborative has been awarded $7.8 million for Fiscal Year 2021-2022, with 40 percent awarded directly to the law enforcement agencies in each City. The City of La Habra's Police Department will receive an allocation of $118,181 for local homelessness outreach efforts. In addition, the City of La Habra, along with its other partner cities may request additional funding from a pool of $1,644,000 for regional efforts to address homelessness. Staff has requested $193,000 of regional funding to support the CIty's homeless liaison and outreach program.
The remaining 60 percent of the total grant funding is awarded to Community Based Organizations throughout the region. The Collaborative is currently reviewing the many applications from organizations that completed the funding workshop. The final selection and notification of grant awardees is planned for January 2022.
The City of Stanton serves as the Collaborative's designated fiscal agent and grant administrator. The funding period is from October 1, 2021, through June 30, 2026.

FISCAL IMPACT/SOURCE OF FUNDING:
If approved by City Council, participation in the Collaborative will allow the City to receive up to $311,181 in grant funding to support homeless outreach and support programs, which will reduce the fiscal impact of these programs on the City's General Fund or other eligible funding sources.
