APPROVE THE CALIFORNIA STATE PRESCHOOL PROGRAM CONTINUED FUNDING APPLICATION FOR FISCAL YEAR 2022-2023 WITH THE CALIFORNIA DEPARTMENT OF EDUCATION, EARLY EDUCATION DIVISION

RECOMMENDATION:


That the City Council:
A. Approve and authorize the City Manager to execute and submit the California State Preschool Program (CSPP) Continued Funding Application (CFA) for Fiscal Year 2022-2023 with the California Department of Education, Early Education Division; and

B. APPROVE AND ADOPT RESOLUTION NO. _______ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF A CONTINUED FUNDING APPLICATION FOR CALIFORNIA STATE PRESCHOOL SERVICES WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION

DISCUSSION:

Each year the California Department of Education requests that agencies funded through their Department certify if their intention to continue receiving funding the next fiscal year.  The approval of the Continued Funding Application (CFA) for Fiscal Year 2022-2023 will ensure continued services to the residents and children of La Habra. The CFA for preschool services proposes to serve approximately 272 children between the ages of 3 and 5 at childcare facilities in La Habra.

CFA funding will be used by the City's Child Development Division to:
  • Offer quality, comprehensive education and development programs for children;
  • Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement with the local school district;
  • Provide a healthy and nutritious dietary supplement for the children participating in the program;
  • Provide a quality parent involvement and educational component in which participating and support enhances the family unit through educational as well as recreational activities;
  • Assess each child in all areas of development and design curriculum planned to meet the individual needs of each child;
  • Provide a safe, warm environment where each child feels free to grow at his/her own development.
The Child Development Division provides services to 272 children under the California State Preschool Program (CSPP) contract, with 192 in part-day classes offering three hours or programming each day and an additional 80 children in full-day care offering up to 10 hours a day of programming.  Enrolled children receive social and educational enrichment programs for one year prior to entrance into kindergarten.

To satisfy the mandates of the CSPP contract, services must be provided for at least 175 days for the part-day program and 246 days for the full-day program.  The approximate amount of the contract will be $1,763,130, which is based on the amount received by the City pursuant to the Fiscal Year 2021-2022 contract.

FISCAL IMPACT/SOURCE OF FUNDING:

All Child Development Division funding is provided through State and Federal grants.  The California State Preschool program is entirely funded by the State Department of Education for a total of approximately $1,763,130 based on current funding.  All program administrative costs are reimbursed through the contract and the Program does not receive any General Fund support.
