| SUBJECT: | APPROVE THE GENERAL CHILD CARE PROGRAM CONTINUED FUNDING APPLICATION FOR FISCAL YEAR 2022-2023

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute and submit the General Child Care (CCTR) program Continued Funding Application (CFA) for Fiscal Year 2022-2023 for the City of La Habra, with the California Department of Social Services.
DISCUSSION:
Each year the State of California requests that agencies funded through State programs certify their desire to continue receiving funding during the next fiscal year. Approval of the Continued Funding Application (CFA) for Fiscal Year 2022-2023 will ensure continuation of funding for programs that serve La Habra residents and children. Starting in Fiscal Year 2022-2023, General Child Care programs have been moved from the California Department of Education (CDE) to the California Department of Social Services (CDSS); therefore, the CFA will be submitted to CDSS.

- Offer quality, comprehensive education and development programs for children;
- Provide a wide variety of educational activities to both enhance and expand on the school experience, through support and involvement of the local school district;
- Provide a healthy and nutritious dietary supplement for children participating in the program;
- Provide a quality parent involvement and educational component in which participation and support enhances the family unit through educational as well as recreational activities;
- Assess each child in all areas of development and design curriculum planned to meet their individual needs;
- Provide a safe, warm environment where each child feels free to grow at his/her own development pace.
Approximately 240 children are served through the La Habra General Child Care (CCTR) program. Infant and toddler services are provided through the Family Child Care Home Network to 40 children, and educational and recreational services are provided to approximately 200 children in City of La Habra facilities. All children receive developmentally appropriate educational and enrichment services each day.
Children between the ages of five and twelve receive both before and after school care at the Claire Brown site (located at 305 South Euclid) and Child Development Site (401 South Euclid). Family Child Care Homes are open sufficient hours to meet the needs of working parents. Program participants receive school enrichment activities, afterschool recreational activities, homework assistance, and nutritionally balanced snacks daily.
To satisfy the requirements mandated be the General Child Care contract, services must be provided for at least 246 days for a total of approximately 59,040 operational days of service. The approximate funding amount requested in this application is $4,040,125 which is based on the current year's contract. Program eligibility requirements are set by the State and include specific income guidelines.

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. These programs are funded through the Department of Social Services and the combined funding for School-Age and Family Child Care is $4,040,125 for Fiscal Year 2022-2023, based on the current year's funding.
