RECOMMENDATION:
That the City Council approve temporary signage for the La Habra Citrus Fair at the southeast corner of La Habra Boulevard, and Euclid Street and at the northwest corner of La Habra Boulevard and Harbor Boulevard; subject to the final designs and specifications meeting parameters established by the Director of Community and Economic Development.
DISCUSSION:
The La Habra Chamber of Commerce (Chamber) is organizing the Citrus Fair, which is scheduled for April 29, 2022, through May 1, 2022. As part of their promotional efforts, the Chamber has requested the use of temporary signs to promote the event, to be placed at the southeast corner of La Habra Boulevard and Euclid Street (City Hall) and at the northwest corner of La Habra Boulevard and Harbor Boulevard (former Burch Ford). Each corner will have one sign facing the intersection. An additional sign will be placed at the Chamber of Commerce property, located at 321 East La Habra Boulevard, along the front of the building. All locations are located within the SP-1, La Habra Boulevard Specific Plan Zone.
In previous years, 2015 and 2017, the City Council approved the temporary signs located at the northeast corner of La Habra Boulevard and Euclid Street (Police Station) and at the northwest corner of La Habra Boulevard and Harbor Boulevard (former Burch Ford). In 2018, the City Council approved the temporary signs at the southeast corner of La Habra Boulevard and Euclid Street (City Hall) and in 2019, the temporary signs were approved at the City Hall property and at the Former Burch Ford location. The Community Development Department has not received any complaints or reports of any incidents regarding the use or placement of the temporary signs in prior years. The Chamber had also previously obtained a banner permit from the Planning Division to display a temporary banner on their property used to advertise previous Citrus Fair events on Chamber property and will do so again this year. The banner permit is valid for 30 calendar days.
Signs promoting civic events on City property must be approved by the City Council pursuant to the La Habra Municipal Code Section 18.44.050.C.10.i "Special civic or volunteer organization event signs; as approved by the City Council." The Citrus Fair signs will be made out of 1/8 thick Coroplast, which is ideal for indoor and outdoor applications. The signs are more resilient than fiberboard and lighter than an extruded plastic sheet, as well as weatherproof and stain-resistant. Each sign measures approximately four feet in height by eight feet in length and features side advertising panels measuring 18 inches by 4 feet high. The advertising panel will mention that this is the 13th Annual La Habra Citrus Fair.

Currently, temporary signs promoting civic events are limited to the use of a banner located across La Habra Boulevard, between California Street and Lois Street, which is programed year-round by the Community Services Department, as well as the use of flyers, mail and online services and social media. The proposed temporary signs, their location and materials are consistent with what has been approved in previous years; therefore, staff recommends that the City Council approve the use of temporary signage, subject to final design, setbacks and other permit standards being evaluated and approved by the Director of Community and Economic Development.

FISCAL IMPACT/SOURCE OF FUNDING:
There is no fiscal impact. A banner permit was obtained by The Chamber of Commerce in the amount of $26.
