RECOMMENDATION:
That the City Council:
A. Adopt a list of Capital Projects for Fiscal Year 2022-2023 Funded by SB 1: The Road Repair and Accountability Act of 2017; and,
B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.
DISCUSSION:
Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017, was signed into law to create a new source of funding for state, regional, and local governments to address basic road maintenance, rehabilitation, and critical safety needs on both state highways and local streets. SB1 enhances road funding by increasing state fuel excise taxes, state diesel fuel sales taxes, and vehicle registration fees, as well as provides inflationary adjustments in future years.
SB 1 funds are placed into the State's Road Maintenance and Rehabilitation Account (RMRA) and apportioned to eligible cities and counties based on existing funding allocation models and state revenue estimates. Based on these calculations, the City of La Habra is scheduled to receive $1,390,828 from SB 1 funds during Fiscal Year 2022-2023.
In order to be eligible to receive a distribution of SB 1 funds for Fiscal Year 2022-2023, all cities must adopt, by resolution, a list of projects proposed to use these funds and submit the list of projects to the California Transportation Commission by July 1, 2022.
Due to the availability of projected SB 1 funds, along with additional dedicated road improvement funds from Gas Tax and Measure M2, staff recommends including the following projects and streets into the proposed street and road improvement project list for Fiscal Year 2022-2023:
In addition, staff will re-list the following ongoing capital improvement projects for Fiscal Year 2022-2023:

FISCAL IMPACT/SOURCE OF FUNDING:
The State has estimated that City of La Habra SB 1 funding for Fiscal Year 2022-2023 will be $1,390,828 (based on the latest Local Streets and Roads report dated May 23, 2022); however, this preliminary estimate may change upon the final award of funds. The proposed projects and streets identified in this staff report will be sufficient in size and scope to utilize all new SB1 funding allocated to the City of La Habra.
