RECOMMENDATION:
That the City Council APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, DESIGNATING THE NORTHBOUND APPROACH FOR THE INTERSECTION OF GREENWOOD AVENUE AND LOIS STREET AS A ONE-WAY STOP INTERSECTION.
DISCUSSION:
Staff received a request dated April 20, 2022, for a stop sign to be installed for the northbound approach at the intersection of Greenwood Avenue and Lois Street. The request expressed concerns about vehicles driving at unsafe speeds on both streets.
On April 25, 2022, the Traffic Committee considered this request, discussed the concerns regarding traffic issues at and near this intersection, and unanimously agreed that a stop sign for the northbound approach is recommended. Staff recommends that, based on a traffic engineering assessment, and to help clearly identify right-of-way at the intersection that will be in the vicinity of the new park being developed at 200 West Greenwood Avenue (formerly the location of the La Habra Women's Club), that a stop sign be installed. Although there have been no reported collisions at the intersection within the last twelve months, staff suggests the City take a proactive approach considering the intersection's proximity to the new park, which is expected to increase pedestrian traffic in the area.
Notices regarding this issue were mailed to property owners at 215, 207, 203, 133, 127, 220, 210 West Greenwood Avenue; and 515, 505, 501 North Lois Street. As of the time this staff report was prepared, no letters, emails or calls were received in support or opposition to this recommendation.

FISCAL IMPACT/SOURCE OF FUNDING:
The proposed installation of the "STOP" sign, "STOP" legend and stop bar striping is estimated to cost $500. The cost estimate includes all materials and labor, and funds are available in the City’s General Fund Street Maintenance budget to perform this work.
